ZERO STARS! Unprofessional, unethical, lacking in knowledge, «bottom of the barrel» company.
The bottom line is that this firm acts in illegal ways by refusing to abide by its own HOA rules. Property inspection and basic fiduciary responsibilities are not met. The property manager for my community stated, «we rely on homeowners to inspect the community». This response tops a long list of unethical practices.
Accell has been reported to numerous «watch dog» agencies.
BUYER BEWARE! Do yourself a favor, take your business elsewhere!

POOR CUSTOMER SERVICE. ABSOLUTELY POOR. The number for this property management company is the number to the front desk to which they immediately ask «how may I direct your call». The front desk has no way of helping you AT ALL. They don’t even want to talk to you. They’re just paper pushers. And of course as soon as they direct you to whichever department you need, the call goes straight to voicemail. I’ve left multiple messages on multiple days and have never gotten a call back nor a response to my emails. This is ridiculous. I had to drive all the way to Orange County just so I can talk to whoever is in charge of the department I need only to find everyone is home sick. Come on this is pathetic. This office does not want to answer any questions, they just push you over to someone else. Not one single person can step up and help you out. Don’t bother calling and leaving a message. It’s a waste of time. The only way for you to get a hold of whatever it is you need from them is to come in personally and request to see whoever it is you need to talk to. And if you’re lucky, they’ll be here. «How may I direct your call?» Let me reiterate that when you call, they direct you elsewhere that goes directly to voicemail. PATHETIC customer service. Seriously.

My wife owns a condo in a property which your company manages. I’ve lived here for two and a half years; she’s been here for on the order of eight years. There has consistently been an issue with maintaining hot water in the community boiler for our building. For example, I haven’t had a hot shower since Monday of this week. We reported the no-​hot-​water issue yesterday and it was fixed just in time for my pregnant wife to get a hot shower, but then went cold again this morning when I tried to shower. I called at 6am on my way to work and received a voicemail from one of your employees at 7:44am informing me that they are aware of and are working on the problem. It is now about 10:30pm, some 16.5 hours later, and it’s still not fixed. I just got off the phone with Beatrice, who has on-​call duty tonight, who relayed to me that your plumber (Kevin from Scott English plumbing) has decided, possibly all on his own, that he’s not coming out tonight to deal with the problem. Meanwhile, I have an 8-​month-​old son whose formula bottles I have to find some way to sterilize without any hot water in order to be able to feed him tomorrow at day care. Let me take a moment to remind you of the following:
California Health and Safety Code
17 920.3. Any building or portion thereof including any dwelling
unit, guestroom or suite of rooms, or the premises on which the same
is located, in which there exists any of the following listed
conditions to an extent that endangers the life, limb, health,
property, safety, or welfare of the public or the occupants thereof
shall be deemed and hereby is declared to be a substandard building:
(a) Inadequate sanitation shall include, but not be limited to,
the following:
(5) Lack of hot and cold running water to plumbing fixtures in a
dwelling unit.
California Civil Code
1941.1. (a) A dwelling shall be deemed untenantable for purposes of
Section 1941 if it substantially lacks any of the following
affirmative standard characteristics or is a residential unit
described in Section 17 920.3 or 17 920.10 of the Health and Safety
Code:
(3) A water supply approved under applicable law that is under the
control of the tenant, capable of producing hot and cold running
water, or a system that is under the control of the landlord, that
produces hot and cold running water, furnished to appropriate
fixtures, and connected to a sewage disposal system approved under
applicable law.
Your management company has a duty to the residents here under an implied warranty of habitability per California law, of which you are currently in breach. The Health and Safety Code explicitly defines a lack of hot water to constitute a substandard building and the Civil Code likewise defines the same condition as untenantable. Your office staff either can’t or won’t fix the problem in a timely manner and your contract plumber doesn’t seem to care.
My question to you is: how much do YOU care about our ability to sterilize our son’s bottles or to take a hot shower? If you care more than your plumber and office staff seem to, I hope you can rattle the plumber’s cage a bit and get something done. I’m a reasonably patient person, but the current problem has been going on since this weekend. Your afterhours staff will know full well who I am as I have been calling periodically for the last three hours.

They requested payment for 195 $ for an HOA certificate and they would only accept cashier’s check. Sent them the cashiers check and it turns out that they never needed the cashiers check at all. The idiots returned the check and wrote VOID all over the check? Are you guys that dumb writing void on a cashier’s check? Now I can’t get the money from the bank and I would have to wait 90 days to get the money back. I don’t think you guys have a basic understanding on «management»

This company is the worst property management company I have ever dealt with! I own multiple buildings in Southern California and I would never recommend them to anyone, I have no idea how they are even in business. Customer service is zero and they charge a monthly fee and do not do any work, it’s pathetic! See it for yourself in San Marcos

I really would like to post 0 stars… this is honestly the worst property management company that I have ever done business with. Customer service is awful. When we first bought our condo, Jason was our manager and he was GREAT, once he changed positions and Yami took over, it has been down hill. I have left messages and sent emails on numerous occasions and I can’t get anyone to respond. I am going to look into how our association can acquire another management company.

After a few failed attempts in reaching my rep I got a call back. They switched representatives and I was unaware.
Yami, the director returned my call. To get to the bottom of my issues and to let me know of the new manager.
She order the pest control company to come out, apologized for the confusion and the lack of call backs.
She rectified the situation all while remaining professional and polite.

If I could give them ZERO stars, I would. The White Oak Condo association has dropped the ball by hiring Accell Property Management. Horrible customer service. Everyone on staff is rude and unprofessional. Don’t even get me started on their 24hr «hotline» where some hired 10 year old wines at you to not complain about whatever emergency you are having.
At the latest board meeting managers Ryan and Yamy just scoffed listening to owner/​tenant concerns. Completely unprofessional.

Poor customer service and in a nutshell poor judgment on how to run a property management company. First off, after numerous emails back and forth I finally attained a name who would «make the decision» I left a message for Allan Just in the finance department. I wouldn’t know what he’s like because he never answers the phone or returns calls. The staff is RUDE and NO ONE is EVER available. That whole «one call resolution» model most companies promote, well not this company. You’ll keep turning and turning until you give up which is what I did. I dropped it.
Unless this company is looking to get acquired by another property management company, they’re in deep waters. Their website doesn’t work, so you can’t log in and see anything, and givin that I am away from home majority of the year sometimes 6 – 8 months at a time, I was UNAWARE that the HOA rates went up by $ 11. I do bill pay online as no one writes checks anymore these days. When I realized the discrepancy in the payments i has made, i immediately made the payment shortage and paid the remaining in full. I was charged a late fee for multiple months because my payment was $ 11 short! And when I spoke to Voytek, he said as a homeowner it is my responsibility to make sure the payments are made in full. But what he clearly lacks to understand is that I DIDNT KNOW!!! ARE YOU KIDDING ME? Why would I make the payment but $ 11 less than I’m supposed to? That’s absurd!
Standard practice says that if your client is making the payment incorrectly that clearly means you’re not dealing with an irresponsible person it just means that the change has not been communicated to them and they are not aware of the change. The delinquency department is responsible to get in touch with the client whether it’s by mail, phone or by email. Well that didn’t happen and the mail they sent I didn’t see UNTIL MONTHS LATER.
I tried to reason with them I spoke to Voytek and he said «The board needs to review your request to wave the late fees» that’s a JOKE but I said ok, let me know. He then emails me back after I emiled him again asking «so what’s the verdict?» He said they said they would only wave one!
At this point, the amount is so insignificant that I’m wasting my time even writing an email or trying to call them, but now it’s just a matter of principle.
They didn’t want to wave the late fees that SHOULDNT HAVE BEEN THERE TO BEGIN WITH, which is insinuating that I purposely made an $ 11 short payment. YUP BINGO YOU NAILED IT!
Steve Feistel, as the owner of the company, you need a lot of chlorine in your pool of employees. And you should update your policy and procedures and retrain your staff to know and recognize when there needs to be some room for exceptions under extenuating circumstances.

I recently contacted my Accell HOA Rep. Yamy and placed a service call to have my mail box reattached and repaired. The work was completed within a couple days, in a professional manner. Being a homeowner for the past 13 yrs. and working w/​Accell to handle the maintenance issues has been very satisfactory. They are a 1^st class company!

Shame there is no zero. This HOA is trying to say that our garage door which was approved and installed 5 years ago is not approved and not in compliance with a new rule which comes into being in juan 2015! 75% of homes in the community will not technically be in compliance because they changed the paint color to one instead of the two which existed 5 years ago. It is ethically and morally wrong to retroactively apply a rule and I can only thnk they are doing this as a potential cash cow! Unbelievable. We will be selling our home here ASAP as we don’t want to deal with this crap anymore… it just never ends!!!

They are the worst property management I have ever experienced in my life. They do not care about the safety of the families, the the tenants or home owners. They also have a tendency to ignore and not respond to complaints or concerns.
After them requesting to go through the architectural approval process to get fencing put around our condo for the safety of our family, they came back 4 YEARS LATER and forced us to take it down, even though we had done everything legally to get it approved. We think they fabricated a lie for their own special interest because after many requests to see the supposed «neighbor complaint», they never furnished it. AND the worst thing about it is they never gave a real solution to replace our fencing to protect our family. Now, unfortunately, we don’t even feel comfortable or safe in our backyard.
I would not recommend anyone to move into any properties that are managed by this association… I think this is very obvious based on all the other 1-​star reviews on here.

We live in a community with two HOA’s, one (Ross Morgan) which is managing the actual community ($ 220) and Accell who is managing a couple of hillsides outside the community ($ 40mo). Never dealt with Accell until it came time to sell our home. First and foremost, calling them (4 times over three days) only renders you the opportunity to leave a message in a voicemail box, since none of the auto attendant options ever gets you to a live person. Still awaiting their callback!
Equally disappointing are their excessive charges which I assume they justify by breaking down to a Transfer Fee, Statement Fee, CC&R copy Fee, Budget/​Reserve Fee, Minutes Fee… I can only assume that once I receive a call back from someone, there will be a Callback Fee added to $ 559 already charged; a charge which is already 40% higher than Ross Morgan (our main property management company).
For the benefit of our neighbors and friends which continue to live in this community, I have written a letter to the Board of Directors and BBB, fully describing our experience.

Giving 1 star is being generous… Accell Property Mgmt is the worse company for any community in need of management. They don’t return emails or phone calls and if your lucky and they do its the same old excuse I am sorry I am your new property manager and I will have to look into it and get back to you. That’s their remedy for getting you off the phone and they will never and I mean NEVER return with a solution, answer or contact to your question. Its sad cause at first I thought it was the naïve mgr I was talking to but the high turn over and numerous representatives later it seems that this is a standard practice that they are taught by the company they represent. Its unprofessional and not a company I would refer to anyone. A great company is someone you can rely on to do what they say, listen to your concerns, and want to help make your community a better place and that is nothing that Accell is made of. Maybe they have to many communities on their plate and just cant be bothered with growth. Or maybe its the representatives are overworked and lack the attention to detail. If your a community looking for a property management I would avoid Accell unless you hard up or want additional problems to what you already have. I have tried and wish I could say its only happened a handful of times but that just isn’t the case.

Our community of Costa Brava in Laguna Niguel has in its CC and R’s the rules reflecting the Fire Code Law, of not allowing Open Flame Devices on upstairs balconies and within anywhere within 10 feet of a combustible structure. THEY DO NOT ENFORCE THE LAW! when you talk to Pam, at Accell, the liaison, she politely says,“we walk around the community and send letters to the addresses that we see are in violation”. A bold face lie! I walked around yesterday, just around my loop, I stayed on the street and took pictures of 8 propane grills on the decks, in plain sight! The truth is, they don’t want to deal with the work or the «flack» they will get from the offenders. We just experienced horrible fires around us, how stupid can people be to ignore a Fire Code Law? And, I forgot to mention, of the 8 grills I saw, 4 of them have been plainly visible for several months… so they didn’t just accidentally miss seeing them.
Also, Pam will say she sends out letters to owners on complaints she receives, and we, myself and other residents, will find out that indeed she never sent anything out for the offenses. If you want an action to be taken, send a certified letter with a return receipt, or an e-​mail, make sure you address it to the HOA Board of Directors and then, by law, the management company will have to give it to the Board for review, otherwise the management company does not have to bring it to the attention of the Board. Be proactive, don’t assume the job is getting done. Follow thru with the Board, and maybe you get an action to be taken.

Our NO-​HOT-​Water situation has prolonged for over a month started end of February 2014. Our buildings has 8 units and residents are David, Richard and Rachel, Adam and Ashley， Marc, Ashley and Rick, Lillian and Michael, Hector and Scott.
We all have been exhaustively waiting for your office to solve this problem. No matter we call, no one returned our calls. We email and they just reply say they are solving problem.
We all believe the only problem is our HOA –Accell Management company. They don’t care about we take cold showers, use cold water in the bathroom. and wash dishes.
The way Accell ignore our complains simply because they think we-​residents can’t do anything about them.

This is the worst management company our Community has ever had. When you need repairs done they just ignore them. They don’t even bother to have them repaired. In the 7 years they have been with us they have had a turn over of employee’s and every other year we get a new manager. With board members only being on the board for 2 years at a time they don’t know what they are doing either. Blind leading the blind. Never, never return your phone calls.

If there was a no-​star rating, that’s what I’d select. This is the worst property management company I’ve ever been forced to work with. In my over 5 years in my current residence, there was only one time that anyone was helpful. Unfortunately, it wasn’t the managing agent of my property. They are lazy, make endless excuses to not get things done, and will find any and every excuse to blame or push responsibility on the homeowner.

9÷5÷12 I was surprised to receive an email from Accell last week regarding my review above. I was even more (pleasantly) surprised to receive a phonecall from the person in charge of my particular HOA, who called me to discuss and address the issues that I raised in my review.
I promptly received follow-​up calls regarding items #1 and #2 on my prior review. I am extremely surprised, relieved, and glad that Accell took the time to address my concerns, and I hope that this marks a change in my future experience with them.
EDIT: 3÷13÷13 — maybe I spoke too soon. After receiving numerous follow-​ups in September, Accell has, unfortunately, reverted to its old ways. When it rained in early February, we could hear some dripping sounds in the ceiling above our kitchen. We recorded the sound and sent it to our property manager on February 8. We did not hear anything for several days (did not even receive a confirmation of receipt of my first email) until I had to follow up again. I was told that they were waiting on the proposal. I never heard back from Accell, so, on March 5^th, I sent yet another follow-​up email. Only then did I get a status update. I understand that this repair needed board approval, but it would have been nice had someone kept me in the loop.
This is really disappointing, as I was hoping that their actions in September of 2012 were a sign of how they would handle homeowner concerns going forward. Given that we pay nearly $ 250/​month for our HOA (in addition to the HOA for the master association), I was hoping that the property management company would be more responsive to homeowner concerns.
