History

Established in 1995.

BIS, a Deaf-​owned corporation, has quickly become one of the nation’s largest and most respected interpreting services. Each month, BIS provides thousands of hours of on-​site sign language interpreting services nationwide to the Deaf and hard-​of-​hearing community for government agencies, healthcare providers, legal and courtroom situations, religious settings, business meetings, counseling and psychiatry, theater and entertainment, and other environments.

A large part of our staff is nationally certified and several of our employees are Deaf. BIS provides an average of 6,000 hours of interpreting services per month, indicating that we have been successful in handling a large number of clients with multiple task orders on a daily basis. We have been recognized by Forbes magazine as one of the top 500 small business successes in the country and have repeatedly been recognized by Deloitte and Touché with its Technology Fast 500 award.

Business Owner

David, CEO and President of Stuart B. Consultants, Inc. and its subsidiary, Birnbaum Interpreting Services, is a leading deaf entrepreneur with over 20 years of management experience. Deaf since birth, David received his Bachelor of Sciences (Mathematics and Computer Sciences) from Gallaudet and his Master’s Degree (Mathematics and Computer Science) from Johns Hopkins University. In addition to his business expertise, David is highly respected in the world of academia as an Adjunct Professor in the disciplines of Computer Sciences and American Sign Language, in addition to being an accomplished writer and widely sought public speaker throughout the country. In February 1995, David broke new ground by launching BIS, one of the only deaf-​owned and operated sign language interpreting companies in the nation. He has built a corporate team that is on the cutting-​edge of quality service delivery.
