Communist bureaucracy gets a bit of a bad rap. Its Russian and Eastern European strains were certainly bulbous and slow-​moving. But China’s Perth consulate – or at least its visa desk – puts paid to the idea that Communist bureaucracy is by definition inefficient and bloated.
We were worried when we arrived to lodge our visa application and found ourselves at the end of a line some fifteen people long. I immediately started thinking of Soviet breadlines and Vladimir Sorokin’s satirical novel The Queue. But this was probably the fastest-​moving line in the history of such lines: indeed, the only person slowing it up was a self-​important Australian businessman, who was complaining about something that everyone suspected was probably his own fault.
Our own moment at the window was brief: our documents were glanced at, stamped with haste, and filed, and we were told that our visas would be ready within four days. We’re currently trying to get visas for a couple of former Communist countries at the moment and our experience with the Chinese consulate threw the difficulty of doing so into sharp relief. Bureaucracy with a Chinese face puts its counterparts to shame.
