History

Established in 1983.

The firm was founded in 1983 with Martin «Art» Walsh, Thomas Colucci, Nicholas Malinchak and Jerry Emrich. The firm has always provided commercial real estate services with a broad and diverse practice specializing in land development, urban planning and zoning. The firm represents the Northern Virginia real estate community which includes developers, builders, property owners and financial institutions. The firm counsels clients on matters from evaluation of development and zoning feasibility through the zoning and permit approval, construction and post-​construction processes.

Today the firm operates three offices serving the Northern Virginia region. Thirty attorneys, twelve land use planners, three paralegals and over forty administrative support personnel are available to support the needs of the communities’ landowners and developers.

Business Owner

Art founded WCLEW in 1983, after ten years of private practice in litigation and zoning law. Art specializes in land development, urban planning, and zoning law and has considerable experience in all phases of the land use and development process in Northern Virginia, from evaluation of development and zoning feasibility through zoning and permit approval, construction, and post-​construction processes. Art has been instrumental in many significant mixed-​use and transit-​oriented zoning approvals, including achieving approvals for both the Arlington and Fairfax government centers and numerous approvals along the Arlington Metro Stations and the Dulles Access Road. Additionally, Art has represented numerous clients in Tysons replanning and condemnation cases in both the recently approved Silver Line and HOT Lanes construction on I-​495.
