Business Owner

Offer is a licensed general contractor, home designer and the owner of OTM Designs & Remodeling Inc. He has always been a very creative person, and design and remodeling has always held a place in his heart. While working in the area’s high-​end residential construction culture, he realized that a career as a General Contractor was his calling and went on to earned his California State License Board General Contractors License.

Since then, he has spent over 26 years developing a reputation as a quality home designer and builder throughout the greater Los Angeles area. He has established relationships based on trust, service, and a track record of successful projects completed. Reguardless the type of remodel, clients are guaranteed to receive the same high level of service that has built his reputation for excellence. Offer is a proud father of a 21 year-​old son and 18 year-​old daughter. He enjoys good food, golfing and outings with his family.

I couldn’t believe it, I had waited more than a week to meet with him in order to get my project started and he turned out to be rude, condescending and not someone I would ever entrust with my project.
I recently moved to a Malibu home that has a kitchen in need of remodeling. I made an appointment and was confirmed. When I scheduled my appointment my partner and I were in agreement of what we wanted and how we would go about it. We scheduled the appointment and agreed to the time. The day of my partner called me because he had a last minute surgery and would be late this is at 4:20pm, I would still receive the contractor and start talking to him about plans and what we want as far as the work done. He arrives promptly at 5pm. He asks me where my partner is, I explain that he is a doctor and had a last minute procedure, I then called to see what his Estimated Arrival Time would be, being in surgery naturally he doesn’t answer. Now the contractor let me know that it was a company policy that both people should be in the meeting. The secretary never mentioned this, in fact when I called back to confirm my appointment it went straight to his cellphone not a secretary. His condesending attitude ultimately infuriated me, you have one person who is present and the other is a doctor who’s schedule is dictated by emergencies. I explained that it didn’t matter whether we were at dinner, a movie theatre or any other place his schedule was ultimately at the mercy of emergencies human lives.
His policy of both people being present was treated as a totalitarian law that obviously is his working style, I am glad that I saw this before we embarked on a project. Perhaps a Doctor and a Photographer are not his type of clientele, people who have unusual work schedules are not welcome by this firm.

It’s been about a year since we hired OTM to redo 2 bathrooms in our home. After meeting with a few contractors we decided to go with Offer because his price was in line with the other bids we received & he seemed like he was going to be easy to work with. We couldn’t have been so wrong. This was our first home purchase and he was the first contractor we hired. There were several arguments that resulted in shouting matches over the phone. We initially were going to redo the entire house with them & thankfully decided to just test them out on the 2 rooms.
After seeing how things went I would recommend you do more research before picking a contractor. We tried to find reviews before hiring him but back then OTM only have 4 & 5 star reviews. I’m not surprised to now see 1 star reviews for them. The only reason I’m not giving a 1 star review is because he was responsive & showed up to the job when he said he would. Our bathrooms «look» nice because we like the tiles & finished we selected but functionally is a concern.
Make sure you get a written bid covering everything. The tiles they include in the price quote are going to be very inexpensive & you will most likely go over budget. Some of the things we thought we discussed & thought were included in the price were not. Any time we wanted something a little different we were met with an objection & told it would be more money. I get that things have a cost but when you are charging near $ 20,000 for a bathroom you can at least install a doorknob properly. We were told to get a locksmith to finish that up. Measurements were not done properly so our toilet was not in the proper location. We hired a separate plumber to install the toilet correctly. It is still not up to code but he suggested we do the rooms without permits since they only make things take longer & are much more expensive. This is one thing that could have been avoided it we pulled permits. If we do any more work on the house we will get permits to be sure the job is done right.
Another issue is the grout around the bathtub chipped apart almost immediately after completion & when we spoke to them the excuse was since there are earthquakes in CA it was just settling. That may cause a minor issue but after a couple of months large chunks fell out on their own. That one I took care of myself by chipping out all the grout & just adding caulk.
There are other issues but that is enough to give you the idea. Nice guy but tough to work with. Not sure how to find someone reliable but the search will continue.

I highly recommend OTM Designs & Remodeling. I recently had a complete kitchen and bath remodeling in my home, OTM did a fantastic job from the design layout to demolition to finish. The crew cleaned up after each day and the whole process was a breeze. He stayed within my budget and it came out far better than I expected. I will definitely be calling him for more remodeling projects in my home.

Had scheduled an appointment with several contractors to come and look at my house for a remodel which Offer was one of them. Not only was he late to the house (he called and advised — which by all means was ok with me) but when he showed up, he showed up with a rude attitude, questioning why there were so many other people at the house, asking me to hurry up and show him what I wanted to do because he had another appointment.
Well, as I was speaking with some of the inspectors, he simply did not want to wait a few minutes, when he simply grabbed his bag from the floor and stormed out without saying anything! No I’m sorry I really need to go can we reschedule, etc. Very, very rude and unprofessional.
I am glad he did this prior to starting any work with him as that would have been disaster. All in all, maybe I should be thankful he did that and as it showed me a perfect example of who not to work with!

Update: After hiring a COMPETENT contractor to complete my kitchen correctly, the CSLB complaint was escalated to a mandatory arbitration hearing, which I won to the tune of over 8k, the decision stating in writing that the «Kitchen remodel performed by the Respondent (OTM) did not meet minimum workmanship standards of the industry.» That should be all you need to know.

Here is what you can expect when you hire OTM «designs» as a contractor: at SOME point you will realize that he has not told you the truth (in my case it was about pulling a permit).
THEN (after he finally admits he is wrong) he will say, «I give you my word that your kitchen is to code». After finding out that OTMs work was nowhere near «code» we were forced to release Offer because of his conduct, and hire another licensed contractor that had the ethics to pull a permit and correct all of the unsafe work that Offer left behind.
It cost me another $ 13,000.00 to FINALLY have a «code correct» kitchen, and THEN we were forced to file a CSLB complaint against OTM Designs and Offer where (after MONTHS of investigation FINALLY received an award (through CSLB arbitration) of almost $ 9000.00 because of OTM violations and incompetence.
What a nightmare.
Hiring OTM designs was POSITIVELY the worst decision I have ever made in my life. Horrible workmanship, total disregard for cleanliness, habitual untruthfulness and he was disrespectful to already rude subs and VERY condescending to us as clients.
If this is the behavior you would like from a contractor — then by all means hire Offer Steuer and OTM Designs.

We had just purchased out first home and had a few months to do some major remodeling done before our first baby arrived. We had the work bid out by several construction companies in our area. We chose OTM to handle the kitchen as we were very impressed by their presentation and their clearly presented estimate — that was about 30% less than the other bids by companies that weren’t nearly as polished.
In the end, we used them to redo our ENTIRE house. From ripping the house down to the floorboards, building a new fireplace, putting crown molding throughout to redoing the plumbing and electric in the entire house.
We always felt taken care of by the companies owner, Offer. His keen design sense was also immensely valuable in making dozens of «on the spot» decisions quickly so we could make our move in date. Our experience was one of white glove service by a trustworthy company who we will always use and recommend for all our home construction needs in the future. We feel very fortunate to have had them as our primary contractor through an immensely stressful time.

OTM Designs won the bid on our townhouse kitchen remodel. Offer listened to what we wanted, brought great samples, and had top-​notch people working with him. He wasn’t the lowest bid, but my husband and I felt confident in his experience and knowledge. When problems were found, they were addressed and fixed at a reasonable cost. (Sometimes those old townhouses hide issues.) Offer consistently checked on the work and progress, his men were excellent, and it was finished in around two weeks, not counting weekends and a holiday. He even came back and took care of some detail work after the fact. Our kitchen turned out beautifully, becoming a real focal point of our townhouse.
