Dave Crow combines broad life experience and deep personal commitment as a tenant advocate and homeless services attorney that make him uniquely qualified to resolve a wide range of legal issues.

Dave earned his Juris Doctor from New College of California Public Interest School of Law in San Francisco.

Employed at the Homeless Advocacy Project of the Bar Association of San Francisco from 1997 until 2002, his last two years there were spent as a National Association for Public Interest Law (Equal Justice Works) fellow. Mr. Crow’s award-​winning advocacy included work on the myriad of complex legal issues facing traditionally under-​represented tenants, including those from the homeless, at-​risk and disabled communities.

Dave currently serves as a tenant commissioner on the San Francisco Rent Board.

saw Mr. Crow regarding a buyout offer from my landlord. I live in a single unit house and am not eligible for rent control, however, I am a protected tenant due to my age and length of residency. I needed more information regarding my rights and help in deciding if the buyout offer was a good one. Mr. Crow gave me useful information regarding my rights and advised me to accept the buyout with a few minor exceptions which would work to my advantage. His fee was very reasonable and he actually worked for more than the hour that he charged. He impressed me as a very caring and extremely knowledgeable attorney in the area of tenant rights. I believe he would be a very strong advocate for anyone seeking his assistance. Down to earth good guy!

Dave is an upstanding and quality attorney. Cannot say enough good things about the guy. I originally found him via his blog posts regarding tenant rights. Over the past year he gave me tons of free legal advice regarding our rental house, which was originally going to be sold, but 6 months later we were served with an OMI Owner’s Move In Eviction. Dave was so generous with his time and advice over a 6 month period, that I had to convince him to let me hire him. He said I could probably get through it on my own as it was not too complicated, but I really wanted to officially hire him to compensate him for all is past advice and services.
I HIGHLY recommend Dave. He was great to work with and makes attorneys look saintly. His fees are ridiculously fair and you will serve yourself well to work with him. He just makes a tough situation so much more palatable, easy and smooth.

I engaged Dave Crow recently to help me respond to an Owner Move In eviction notice. Dave was very responsive and reasonable (in his advice and his billing) and realistic. He was referred to me by a friend with very high standards (who had a very different landlord-​tenant situation that Dave helped him with). He knows how the Rent Board works and he knows about many of the landlord attorneys in SF; this sort of knowledge can be very valuable in negotiations.
Just as important, I felt good hiring Dave Crow because I felt he was sincere and honorable (and many attorneys are not) and because he provides a valuable community service for which he doesn’t charge: his blog (

I first met Dave Crow at the San Francisco Tenants Union in the Mission District in 2007. He was working as a pro bono counselor for the Union. Dave was also a lawyer in the city specializing in helping renters with all kinds of problems with landlords.
Dave and I became friends because he was honest, truthful, and very professional. Later when I needed legal advice after the death of my landlord of thirty years Dave Crow was the logical choice.
It was always comforting to know a trustworthy professional that knew the landlord/​tenant legal and illegal issues. Dave always evaluated both sides of the arguments and always let me decide what to do and how to respond civilly.
Dave was always prompt in responding to questions and inquires about possible outcomes. I recommended Dave to a friend who had similar landlord/​tenant problems and will continue to do so. I would recommend Dave Crow as excellent in his field and extremely reassuring in his professional approach.

I have a very complicated and unusual situation with my landlord. Dave helped me sort it out and achieve the result I wanted. He knows SF landlord/​tenant law very well (I believe he is on the Rent Board himself) and has tons of real-​world experience to bring to your situation. He gave me key information that was essential to my own situation, that I had no idea existed.
Dave responds quickly, and does not tack on extra hours as some lawyers do. He is sympathetic but realistic, and collaborates well. I believe he is honest and ethical — certainly his rates are relatively very reasonable. I have had to work with various lawyers (maybe 6 or 8) in my life, and Dave is in the top rank in my experience.
Oh, I forgot to mention — a few years ago I had engaged another lawyer regarding the same matter (and at the same hourly rate as Dave) and it turned out that he gave me all kinds of bad advice! He was a nice guy (who I had known socially) but he didn’t know a fraction of what Dave knows about this area of law. I wish I had engaged Dave Crow then — but I’m lucky I had him now!

I would suggest Dave Crow to anyone needing serious landlord help. Dave helped me with a buy out process and he was there every step of the way. He listened to me patiently, answered questions and concerns, and I know he got me much more money than I could have gotten on my own. The landlords are only out for their own best interest so you should do the same. MOST IMPORTANTLY, I trust Dave Crow. You get what you pay for and Dave Crow is worth every penny. The landlords did what they had to do and I did what I had to do with the help and guidance of Dave Crow. Dave Crow was referred by another San Francisco tenant attorney. We were dealing with an owner move in eviction, the owner was originally relatively easy to work with, so we thought we could manage any negotiations on our own. But after they hired a difficult attorney (don’t get me started on how unprofessional and rude the landlord’s attorney was) we needed help fast. Dave was responsive and helped us come to a reasonable resolution quickly. Losing your home is frustrating, but having someone like Dave Crow on your side makes it one step easier.
If you are dealing with a potential owner move in (OMI) eviction in San Francisco, call him ASAP, we would have saved ourselves a lot of frustration if we called for his help earlier.

In early 2009, i was rear-​ended by a municipal bus. Actually my car was sandwiched between two buses. Miraculously, i wasn’t killed, and managed to recover well (after a year and half). Shortly after the accident i started working w/​Crow and Rose to represent me in the personal injury case. Even though my injuries did not involve dismemberment or surgeries, and only a 3 day hospital stay, they were able to win a settlement in the high six figures. I’m sure they could have won much more at trial, but i was very happy to not have to go thru a trial, (and the settlement was actually 2 to 3 times what i thought would have been possible). they were very helpful in discussing the pros & cons of accepting the settlement and in making a decision.
Throughout the whole process, they were an incredible team. very sensitive and obviously very, very expert in their field. they knew exactly who to send me to (medical experts etc.) for help in building up the case, but without putting me thru the wringer. they were very conscientious and meticulous, professional, yet very personable. I cannot not recommend them more highly.

Though we ultimately did not engage David Crow and his office, he gave us very staid and sober advice (in essence, he was being a good lawyer) about our predicament. Basically — unless you’re elderly or disabled under Ellis, and the landlord that’s evicting you and following Ellis to the letter of the law in your eviction, you pretty much should start looking for another place to live.
The first consultation call — at least for us – was free. And he came highly recommended by another attorney whom we respected greatly. *And* his firm focuses on tenants exclusively — unlike other firms which may represent both landlords and tenants…
