Mr. Torres was graduated from Southwestern College with honors. He was graduated from the University of San Diego with a B. A with Departmental honors in History. Mr. Torres received his J.D. from the University of San Diego School of Law.

Mr. Torres has also attended national training schools in criminal defense.

Victor Manuel Torres is a veteran that served in the military as a Air Operations Specialist in the U.S. Air Force, he was active Duty from 1976 – 1980 and was a Member of the Tactical Fighter Wing, F-​105G «Wild Weasel» Squadron.

He was a previous Adjunct Professor at Southwestern College that taught Business Law.

He is an active Volunteer for American Youth Soccer Organization as a Coach, referee, and Board Member, 2008 – 2011 Top Gun Board Member.

Mr Torres served as an Advisory Board Member for the Dream Builders Youth Mentoring Network.

He has served as a Temporary Judge, of the Superior Court of California, County of San Diego (Central, East, and South County) from 2008-​Present.

Victor was a commissioner for the City of San Diego for the Commission on Gang Prevention & Intervention from 2006 – 2010. Mr Torres was appointed by Mayor Jerry Sanders.
