University Parking Enforcement is a full service parking enforcement institution. We provide individualized parking services to meet the ever-​changing needs of our growing clientele. We offer professional towing and booting options as parking enforcement options. Our experienced staff is trained to give you direction and possible solutions to your parking problems, but you make the final decision on the rules.

All of our clients receive complimentary signs and permits to go along with our professional parking enforcement service.

Our patrol property’s clients are all eligible for our complimentary on-​site services. These services include free lockouts, tire changes and jump-​starts.

University Parking Enforcement provides State Impound and Accident Recovery service to the Utah County Sheriff’s Department, Provo City Police Department, and the Orem City Public Safety. We may be requested 24⁄7 to assist in an emergency accident situation and will respond within 15 minutes.

History

Established in 2001.

University Parking Enforcement (UPE) was started in May 2001 as a small booting company. The main goal was to convert as many properties as possible from towing to booting as a form of parking enforcement. This would save patrons money as well as provide University Parking Enforcement with a unique business niche. UPE was successful in its efforts to reform the current parking enforcement industry. Over 100 properties were converted from towing to booting in the first few years of business.

UPE is now the largest and most trusted full service Parking Enforcement /​Towing /​Booting company in Utah County, serving over 350 properties.

They’re good at what they do. I visited a friend for ten minutes and found out that my car was towed during that time. (Apparently guests aren’t allowed in the parking lot). We immediately went to this towing facility, so they had it for less than an hour. They charged me $ 145 for the tow and a $ 30 «administrative fee.» I was tempted to let them keep the piece-​of-​junk car because it wasn’t worth paying for. Absolutely NO empathy. I guess that’s the name of the game for this kind of business.

Let’s face it, no one really loves it… no one wants to come out and find their car booted. On the flip side, no one wants to come out and find their car can’t be moved or they can’t access their assigned spot or assist a disabled individual because someone has parked erroneously… all are frustrating situations. But there are consequences for actions. If I’m gonna get booted, let it be by UPE, at least their techs care. It’s never fun, but at least Samuel D cares and has some compassion. We all have a job to do and he does his with dignity, kindness, and some empathy.

I’m very sad that place like this actually exist. Granted it is important to have towing companies out there and to enforce parking in any city. But they does not mean that the residents of any place should be taken advantage of.
I was towed yesterday in my own complex, granted i had a pink pass and was parked in a green pass area. Nonetheless I was towed. Nobody called it in but I later find out they they patrol that area «5 or 6» times a night according to the clerk. I thought that they would be a little more lenient after the city’s new laws were passed.
Upon asking the tenant who towed my car, he told me that he makes about 30% of every tow that he does. That’s not bad money when the initial charge for every tow in $ 175, and on my receipt it says it took him 2 minutes to get my car on the lift. No wonder they are so aggressive when it comes to their «enforcement.»
Since I have a new card, it only works through the chip instead of swiping. Since this company only has swipe machines, my chip card did not work. He explained that this was not their problem, and forced me to wait outside on the curb while he urgently went to go tow another client.
The moral of the story is you don’t have to be rude, or aggressive even if you are a towing company. I would hope that companies like this in this great city would have a little more class and respect even in this industry.

Worst place ever. My car recently needed repair, so I traded out my car for a temporary replacement in order to get my car fixed. I wasn’t able to get a temp parking pass for my complex in time since I had been at work all day. The next morning my car had been towed. It costs a total of $ 235. These people are nothing but cruel thieves who thrive on the hard working people of Provo. They deserve to be put out of business.

This is a predatory, unethical business who uses unlawful and unethical practices to tow your car and demand their money through extortion. As you can see by these other reviews there are several stories of their sleazy business practices written by several different individuals in several different situations citing the same pattern of horrible predatory business practices that this awful towing company uses. Property Managers: DO NOT hire these folks unless you’re looking to get sued by the victims of this sleazy company. Individuals: DO NOT hire this company for any sort of regular towing or lockouts, etc. because they will figure out a way to cheat you.

Only a sleaze bucket would try to tow your car when you need to go to the hospital.
We went outside to take my wife to the hospital. We found the tow truck driver attempting to tow our car. We were legally parked. The driver demanded $ 175 to drop the car. It took calling the Provo Police Department and Provo Fire to get them to see reason.
Time to demand sanctions against this sleazy company!

Note that nearly all of the positive reviews are either from landlords or former employees, and are from the last year only — obviously, in response to the negative attention they were receiving, the company requested their trusted employees and clients leave positive, glowing reviews. Unfortunately, they are not good character testimonies, and are not representative. I’m sure your company is a joy to work for, and I’m sure as landlords, of course you’re going to be happy that you can get rid of freeloading parked cars. Nobody likes jerks who steal designated parking.
Unfortunately, the reality is that far too many cases of booting and towing have been for perfectly validly parked cars. I have never had my car booted or towed, thankfully. But for every story I hear of one validly towed car, I hear at least three or four of improper booting and towing.
The predatory practices of this company are well known to those living in Provo. I don’t care that you’re setting the bar for the industry, and are the most ethical and professional company. If you’re the best, and this many of the people who interact with you are upset, there’s clearly a problem.
As an example, my brother’s car was towed from Foxwood Condos, a bit over three years ago. He didn’t have a parking sticker, because he hadn’t received one from management, and he talked to them about this, and was informed that his car would not be towed. Unfortunately, it was, and it cost him nearly $ 200 to get it back, when he had done absolutely nothing wrong. Zero negotiation, zero mediation, zero settlement.

On July 6, 2014, I received a boot on my car due to the permit falling under the seat. After explaining this issue and requesting a review, I was told that my only option was to pay. I asked if there was an escalation process in place, because I didn’t feel that as a guest, I should pay to have the boot taken off. I was told that only a manager could look into this on Monday, but they would have already towed my car by that point. I don’t feel that scare tactics are professional and the lack of information on procedures should be paid by the customer. I requested more information several times during my encounter with Mark and was met with vague ideas of failed attempts from the past; though after looking the warning on my window, I see that I was supposed to be given the contact information for the owner of the property. I didn’t receive this information until my 4th call to your office and it was only sent to me after I read the information off the paper I had received.
I also called the office after paying the fine to Mark, and was told that I could speak with a supervisor but the office was not in the habit of calling back customers. There was also lack of instructions for the appeal process. I had the time of payment, I advised Mark that I had the permit, which had fallen under at some point. He let me know that he had to see the permit hanging from the car mirror, though the car next to me had the permit near the bottom of the windshield. I would like to speak with you about the issues I have encountered and expect to see a full refund for the lack of consistency and the failed processes in this incident.

I know who NOT to call if your car needs towing… These guys.
They towed my sister’s car. We met up to take our kids to get cupcakes, & when we finished, and made our way out to the public parking lot, her car was gone.
Getting it back was a joke! They thought we were using the public parking for an event. We weren’t.
We still had to pay the fine to get her car back ($ 175). And now she ‘gets’ to appeal it.
I know what I have to say is heresay, and it sounds like I have sour grapes… But truly, what they did was borderline unethical. We had the reciept from the cupcake place, but that meant nothing. They had the car, and thus, all the power.
I still cannot explain why they towed her car, and not mine? Truly, there was no rhyme or reason to the cars they were towing. They had 2 tow trucks in the parking lot; taking cars out of there as quickly as they could. It was a good thing they didn’t tow my car too, so that my sister and I and our four kids had a way to get to the impound yard.
When we went to get her car back, the door to the building was locked. When we finally got someone to open it, we sort of wished they hadn’t. It was scary. The cheatin’ characters that work there were so smug.
Bad news all around.
