My issue with the smell in the apartment was well founded. There were dead rats and giant rats nests under the kitchen cabinets and about 2″ of solid rat feces (I have pictures). After many requests for repair and the possibility of disease, I fixed it myself. C&R was really unhappy about it and issued an eviction notice. I contacted the owner directly and the issue was rectified. I have put in several «repair» requests and have not had any addressed… with the exception of the animal blood and body fluids dripping from my kitchen ceiling vent (I have pictures). The manager, who is a nice guy, came over and cleaned it up and put a temporary fix to block the vent. Weeks later… still that temporary fix. I decided to pay the remainder of my lease up front via cashiers check to avoid dealing with this company again. They are returning my check and not accepting it. Wow… again, it is my personal opinion that you AVOID THIS COMPANY AT ALL COSTS.

I rented from C&R for about five years. Never late with rent. When I moved out I dropped what I thought was a final check at their office. Five weeks later they turned me over to a collection agency. They had sent the check back to my bank — refusing to cash it. No call no email no letter.
I guess that’s how they do business.

My experience with C&R Real Estate was incredibly difficult and it’s a story all too common in the Portland scene– jack up the rent [$ 464 per mo w/​in 6mo time frame], create a hostile environment for tenants seeking support or inquiry and essentially push anyone out who cannot afford such a vast fee increase without any updates to amenities. There was either a change in ownership or management with the property I was living at, and when this leadership change occurred the steep and rapid rent increase unfortunately forced many of us to leave. I would like to note my initial landlord, who is unfortunately working through some very serious health issues and not able to work, was trustworthy, approachable and helpful.
Any behind the scenes business decisions about «market value» and plans for future shiny additions to the complex do not excuse the furthering of gentrification and taking advantage of faultless people. This included a 46% fee increase to a vicinity that had not been updated or improved over the prior cost to live there. I do not have any children, but I feel especially terrible for the families with children forced to make scary and hurried decisions in the economical and housing crisis we face today.
I also had to work very hard, through multiple people to receive my deposit. C&R was unwilling to honor the agreement I moved into the apartment with and wanted to take my deposit though zero damage had been done to the apartment during my lease. Multiple neighbors prepared me for this sort of tiresome and tedious struggle based on their experiences as they were also priced-​out and subsequently forced to live in more affordable housing.
I did eventually, months later, receive my full deposit back, but this was not without multiple phone calls. I was treated very condescendingly in tone and with accusatory language for seeking a deposit that was rightfully to be returned. I sought out the help from the services listen below to equip myself with my rights and understand that I was indeed being taken advantage of and needed to protect myself. These are services for both landlords and tenants. Theoretically we should be on the same team…
If and when I am forced to return to C&R Real Estate as the limited and highly competitive Portland market may dictate such, it will be welcomed if only for the wonderful work my aforementioned initial property manager, Jennifer Brandon. She was professional, empathetic and proactive– everything one would want from the person who is in charge of their home.

I have had to threaten a restraining order after conversations with one of their apartment managers turned especially nasty. Also not forthcoming with with information vis a vis application processes.

C&R Real Estate is beyond terrible!!! You WILL most certainly regret it. DON’T! JUST DON’T!!!

DO NOT RENT FROM C&R IF YOU HAVE CHILDREN. This place (Bristol Court Apartments in St Johns) is a borderline transient camp, and many of them are shockingly aggressive and angry. C&R created this problem by removing the security fences from our backyards without notice.
C&R advertised private backyards with fences, then ripped the fences out with no warning two weeks after we moved in, while everyone was at work. Came home to a demolished backyard with zero explanation. Now the aggressive tweakers, transients, and hostile people with unfortunate mental health issues sneak in from pier park, make rounds all night through the once advertised «private backyards», and steal anything that isn’t bolted down while sporadically harassing the women who live here.
I woke up as couple weeks ago to my wife yelling in fear. «Who are you? I don’t know you, get away.» I threw shoes on, she had startled a man who had been looking through our slightly open bedroom window. I had to physically remove him, then saw he just came right back. Last night, a strange man bum rushed me in the «private fenced back yard». Serious safety issues here!
Multiple tenants own firearms and have told me they will use them eventually – they all seem like responsible gun owners, but I don’t want to live anywhere this seems necessary. Management should instead simply, ya know, address important safety issues so the tenants don’t feel like they need to practice mob justice with guns.
C&R paints over /​ignores mold problems, despite constant visits from city inspectors. I left a pair of shoes in the corner of my room for a week. When I picked them up, they had mold all over them. This is after many, many months of phony treatments to make the city inspector think they were doing something. I have to wipe down walls at least once a week to keep the constant mold in check.
They hire a new manager every month. The current manager is a sane and good person for once but I can’t imagine she’d want to stay here much longer.
Unauthorized entries multiple times: Once I walked out of the bathroom after taking a shower, sans towels & clothes, to find an old man staring at me – a maintenance man who entered with no notice. We’ve come home to find flyers on the ground saying «C&R was here» (w/​o notice), found things moved while we were gone, and more. Multiple neighbors told me, then the manager herself later admitted, that they had seen her breaking into our house through a window while we were gone – on what planet is this acceptable behavior?
So they show up when you don’t want to, without any prior notice, whether you are home or not. But when you put in a maintenance request, you might as well write «BURN ME» on it because I can’t figure out what else they’re doing with them. We’ve put in approximately 10 notices and zero of them were responded to until I made multiple phone calls and emails to the C&R office. When they do fix things, it’s a laughably bad job. Confirmed with 3 neighbors last night that I’m not alone in this, one person said he/​she had been waiting weeks with no answer.
Maggie at C&R does not think this is a problem. She seems to give the exact same response to anyone who complains: «You can move out whenever you want.» I have never heard a portfolio manager say things like that so frequently and so casually – hence my constant use of the phrase, «C&R doesn’t care». I suppose it’s possible she’s just a rotten employee and maybe someone there does care, but she goes out of her way to make sure you don’t talk to anyone above her. It’s fairly easy to get contact information for the owner of any property, so I will be contacting him as soon as I get a chance.
Much as I hope this is never necessary:
If you live in Bristol court and something bad happens, feel free to contact me. I have a lot of correspondence that paints a pretty clear picture of negligence. I would be happy to provide you with any /​all of it if it might help your case if something unfortunate happens.
EDIT: I see Maggie’s dishonest response below. Shame on her for calling tenants liars instead of addressing problems. I stand by everything I’ve said. I challenge her to provide some evidence that I am lying about anything. I can provide plenty of documentation /​witnesses for my claims above.
I’m moving out and moving on with my life. I’ve decided not to waste my time contacting the owner, but if that person is reading this and wants to speak to me, I’m available.

Incompetence at its greatest. I live in Century Apts in Hillsdale. The former property manager was AWESOME! Things got fixed promptly because he fixed things himself. The pool was always open in the summer. He had a heart. He let me pay my rent a week late due to the fact I live with my disabled father, a veteran, who gets his social security check the 2^nd week of each month. But now the new property manager says, I’m sorry but I’ll have to assess you a $ 60 late fee the morning of the 6^th when it’s late. We don’t care that your father served our country and is disabled, policy is policy and the former manger didn’t have the authority to do that. So all of a sudden the old property manager was fired and now Jamie Randolph is the new property manager. HORRIBLE HORRIBLE HORRIBLE! She knows nothing about fixing anything. All she can do is trash talk the former manager even though she is FAR WORSE! She manages 3 other C&R properties and can’t fix anything herself. She is far too overwhelmed and over her head. Examples– I had my garbage disposal go bad and it took 8 days to fix. So I had garbage water in my kitchen sink for a week, can’t cook can’t clean dishes. Their maintenance guy wasn’t coming into work because of car trouble. So instead of getting someone else they made excuses to why he couldn’t make it in. I’m sorry. PDX has some of the country’s best public transpo. If I used that excuse. I’d have been fired from my job. But C&R wants to stick with him. Of course they do, he does ½ assed work and is an extremely cheap alternative to getting licensed professionals. 2^nd. The pool is always closed now. Oh we need to put chemicals in, oh we need to do this or do that. Why didn’t things get done when it was cold and nobody wanted to use the pool? 3^rd. I have to submit a written form to get maintenances complete. Is this the 1970’s? I have to actually fill out paperwork to get something fixed? A phone call or email won’t do it? Ridiculous. Just another hurdle to deter tenants from getting things fixed properly and letting them worry about and fix things on their own. 4^th. They have a bad rat problem and they deny it but anyone who has lived here has seen them and knows better. They have huge traps set out. What are those for? Oh, moles and voles. No, rats. You have rats. And you don’t call an exterminator. These ½ assed traps will get it done. WRONG! And all she can do is say what a horrible job the last manager did. You’re not fooling anyone Jaime Randolph! Marlon was head and shoulders above you. The only reason he was fired and you got hired was that he actually treated the tenants with courtesy and respect and followed up with what he said. You talk a big game Jaime but there is no follow through. Quite frankly you are not qualified to run your own life let alone 4 properties. No wonder all the reviews I’ve read on C & R are horrendous. All they care about is getting your $. They have no care on concern about the people living here. I’ll be moving soon. DO NOT RENT FROM C&R. And stay away from the Queen of Flakiness and total incompetent Jamie Randolph! Slum lords through and through.

Horrible management company judging by the lack of accountability and follow through. They are concerned with appearance and nothing else. Springbrook Garden apartments is run like a ghetto. Noise mold Drugs vandalism cops here regularly… harassment by teen age thugs with no repercussion by C & R even after said thug was arrested. Still living here. Tires slashed by same, family still living here. Police hands tied and wondering WHY no evictions of all these upstanding tenants. I’ll tell you why they have issues renting this dump so they keep the apts occupied. Slumlords to the max. Stay away from these properties!!! Unethical employees as well.

They are slum-​lords of the worst kind. Carpet from the 1970’s full of ash, leaky plumbing, black mold, half-​assed contractor work. Think they’ll fix it? NOPE, they’ll just raise your rent every six months. Pay your rent on time? Expect a property manager to come creeping around your house at 9pm on a week night.
Pay a $ 50 fee to a «screening» company in California, followed by ten years of tax info and your in!
I’d rather give my money to the Nigerian princes.

I am the owner of a 67-​unit apartment complex that was nearly ruined by C&R’s gross negligence. I thought all was well until I received numerous violation reports from the city of Beaverton and the Community Alliance of Tenants. Turns out my C&R rep Virginia Miller had been asleep at the wheel for 4 years, hired a manager who asked for bribes before doing any work, and when the work was done it was done improperly. I was paying for a manager, repair person and management company who had done virtually no work and didn’t care. Now, thousands of dollars later, things are coming back and getting better, and as of Aug. 10, we have a new management company.
Never rent in a C&R managed building, and owners, never use C&R as your management company. Our lawsuit against C&R is in the works.

I am not surprised to see the negative reviews for this company. We have dealt with excessive noise after 10 p.m. and threats all from the building manager and her boyfriend. My husband has type 1 diabetes and the lack of stress and no sleep are wreaking havoc on his body.
The FIRST time my husband was threatened. This was a month in to our stay. The manager had her two year old son in the apartment above us by himself while she helped said boyfriend move in. This was all after midnight. Crazy right? When my husband went into the hall to ask them to cut down the noise BF got in loud and crazy. They offer a move that includes a $ 300 fee and an almost $ 300 hike in rent. (We happened to get in on a low rate before they adjusted to the market.) We could not afford the cost at the time and decided to try and make the best of things. Five more months of loud music and a three year old running around at 3 am all week long we have hit the limit.
So this is where C&R start to gaslight us. The manager recently posts a disturbing the peace notice on our door when after a long sleepless night my husband slammed the door in the morning. On the notice she has put that that this is the second warning. We have never received a warning before this time. It just so happens to be the same day her BF was moving in May. Wow. I went upstairs to talk to Amanda about the matter. When she finally answered the door she invited the lunatic boyfriend to join into the conversation. When I asked for the conversation not to include him he lost it once more, getting right in my face and telling me to get the F out of the building and other lame neanderthal dribble. So that is the SECOND time we have tried to peacefully talk to the building manager and have had this crazy guy in our faces while she just stood there watching.
The C&R staff has been of no help to us at all. The office does not return calls or emails. They have been avoiding us for a couple weeks now. Some random assistant called Shauna has been «dealing» with us. She has been unresponsive, telling my husband we can break the lease with no penalty and then never getting back to us on the matter. The general attitude from the company is annoyance. Like wanting sleep and a peaceful nonviolent environment is so much to ask for. I have heard that C&R will just hire anyone off of the street to manage a building and I am starting to believe it.
One last thing. We have rented all over the country. We have never be written up, evicted or have even been late on rent. My husband and I are clean, responsible,
and quiet people. I have never dealt with such an unprofessional landlord or property management company in all of my travels. I can not wait to be done with this place.

Never work with this company ever the people who helped me were awful to me the treated me like garbage and never called me back when they said they would the most respect I’ve got from them is a «have a nice day», other than that they’ve been awful

All the complexes that this company manages are falling apart and are full of black mold, which can kill, and they dont seem to care at all. Their customer service is horrible, the people that work in the main office in Portland are so rude, and when you try to call to get a hold of whoever is in charge of your complex they are never in the office, yet they come to the apt complex driving expensive ass cars and dressed all nice, yet its like how do they make any money when they are never at work? They dont care anything about the tenants who they rent to. They nickel and dime you for every little thing. They will charge you for having to clean the blinds in your apt and having to get rid of pet smell even if you didnt even have a pet. I have noticed that this company only manages run down mold infested complexes, they are a slum mangagement company
