BARC is dedicated to pet adoption and a live release initiative. In addition to sheltering and providing veterinary care to all animals brought to the shelter, we work diligently to place these animals in new homes. We collaborate and coordinate with our Houston Pet Rescue groups and through social media networks to cast the widest possible adoption net. We also provide intensive neo-​natal and adult pet fostering programs, along with hands-​on volunteer training classes and continuous workshops.

We are committed to promoting responsible pet ownership through spaying/​neutering, microchipping, vaccinations, and training class services. Campaigns and programs to educate and raise community awareness about these services are ongoing.

Our mission is to promote humane animal care and protect Public Health and Safety in the City of Houston, including shelter, pet placement, ownership, education and enforcement. Critical to our mission is excellence in everything we do.

History

Established in 1978.

For more than three decades, BARC’s facility and animals survived in turmoil and was in dire need of better leadership and staff. In August 2009, under the direction of Mayor Bill White, BARC began a massive organizational transformation. Since then, BARC has transitioned from a dysfunctional, unstable organization into a competent, compassionate, and stable shelter.

The ARA and BARC teams have poured a tremendous amount of physical, mental, and emotional resources to accomplish this task, and the BARC culture has transformed such that every employee breathes the BARC motto: «We are BARC. We care deeply about animals.» BARC has built a best-​in-​class team that stewards our mission of professionalism, responsibility, compassion, commitment, integrity, and accountability.

The goal is now for BARC to become the beacon of care and best practices for all U.S. cities.

Meet the Manager

Alfred M.

Manager

Alfred J. Moran is the Director of the Administration and Regulatory Affairs Department, which oversees BARC Animal Shelter and Adoptions. In August 2009, Mayor Bill White asked Moran to complete an organizational transformation of BARC, the city’s animal shelter, which was known for it’s lack of leadership and inhumane conditions. Under Moran’s leadership, every aspect of the organization has been redesigned, re-​staffed, upgraded, and stabilized. BARC has built a best-​in-​class team that stewards its mission of professionalism, responsibility, compassion, commitment, integrity, and accountability.

More background: Moran is a recognized expert in transforming underperforming companies into positions of prosperity and optimum value. He specializes in strategic, operational and financial best practices. As CEO and consultant he is responsible for over 70 company transformations and is known for his creative leadership in strategic redirection and market repositioning/​rebranding.
