Since leaving public service as a judge advocate in the U.S. Marine Corps, my private practice has been focused on Guardianships, Adoptions, Probate, and Estate Planning.
Regarding Guardianships, specifically incapacitated person’s estates, I am blessed with the continued opportunity to work with both families assisting family members and professional guardians. I take pride in proactively working through challenges and striving to simplify the process.
I also have a very rewarding adoption practice. Since 1996, I have assisted prospective adoptive parents in adopting over 200 children into «forever families». This is an area of my practice that is very enjoyable for me given that, as an attorney, I am afforded the opportunity of assisting in putting families together.
I provide valued representation to executors/personal representatives, and heirs in all aspects of probate estate matters including estate litigation. My practice also offers estate planning as well.
History
Established in 1979.
The roots of our firm go back to 1954 when Myron «Mike» Carlson began practicing law in Everett. Later, in 1974, James Hopkins joined with Mike and they practiced as «Carlson and Hopkins».
In 1979, Larry Jelsingjoined them and the firm became thereafter known as «Carlson Hopkins and Jelsing». We were then located in the Seafirst building in Everett (now the Bank of America building), and later relocated to the top floor of the Wall Street building.
William Tri joined the firm in 1986 and Ximena West in 1990. Myron Carlson left the firm in 1993, and the remaining firm members later purchased the former Carousel Music building at 2926 Colby Ave.
Peter Andrus joined the firm in 1996, and the firm took on the present name of Jelsing Tri West and Andrus, after the retirement of James Hopkins in 2001.

Peter has lived in the Everett/Lake Stevens area since 1976 with periods away for undergraduate work at San Diego Christian College, and a tour as an officer in the United States Marine Corps. After finishing law school in 1991 at Seattle University School of Law, Peter began practicing law as a judge advocate with the Marines.
In 1996, Peter left active duty with the Marines and joined his brother-in-law, Larry Jelsing, in the private practice of law with what is today Jelsing, Tri, West & Andrus, PLLC. Since that time, Peter has enjoyed a broad range of experience in various areas of the law and has within the last ten years narrowed his practice to elder and adoption
law. He continues his affiliation with the Marines as a reserve judge advocate.
Peter is a member of Snohomish Community Church in Snohomish. He is happily married and enjoys his three sons immensely. In addition to engaging people in good conversation, Peter enjoys a good game of volleyball.
