The Quarters at Towson Town Center

I love the building, and the parking. My view is great, and the staff has always been very polite and helpful. I have never felt cheated, ripped off, or had someone be rude to me, ever. I would give them 5 stars for that alone.
I live on the first floor, and have lived there for a year. And other than the occasional fire truck or ambulance wail, it’s a great view with perfect sunlight all year long, and a safe, pleasant community. I really enjoy the computer room, and the free coffee machine! Those are great!
I give them a three star though, because I assumed that by paying more rent, I would be getting more for my buck. My largest complaints are the following:
1. They do not follow up on maintenance requests in a timely fashion, or at all in some cases. However, if it’s an emergency, they will come right away, no matter the time or day. But for normal things, you have to be a total pain in the ass sometimes to get anything done. I’m not sure if this is the maintenance staff or what.
2. The pool table in the lounge is in poor shape, and needs to be better kept up. The table is not level, and some of the pool cues are completely warped or missing the ends. Playing pool in there is just not fun anymore. It’s a shame, because it used to be a nice table.
3. The gym has machines that have been broken since I moved in a year ago. Very few of the TV’s work in this room, half the ceiling fans are broken, and there is never any water or towels in the room. This is unacceptable. And as a female, I would like to see lower weights in the weight room, like some 10 lb’s or 8 lb’s, please!
4. My parents recently rented the GUEST SUITE. I strongly advise that no one do this. For the money my parents paid, it was much less convenient than a hotel. There were no hangers in the closets, no soap or toiletries in the apt, the ironing board was broken, and there were no complimentary coffee condiments, coffee or tea. No trash bags, nothing to wash dishes with, and nothing to do laundry with for the week they were there. Being a good host means doing the little things. The second day there, the fire alarm battery died and my parents needed a new one. It took the staff over 15 hours to replace the battery. I was embarrassed, and wished I had urged them to stay in the Sheridan instead.
5.One time, my roommate forgot to put his hang tag up on a Sunday night, and was towed for a whopping $ 250!!! But in all fairness, they do warn you repeatedly.
6. Trash pickup is supposed to be from 630 – 830. It seems they start on the top floor and work their way down. Some nights, they don’t get to my trash on the 1^st floor until 930!!! So my trash can is sitting outside for 3 hours sometimes, and If i got to bed early, it’s out all night. This is annoying but definitely not a terrible thing.

Fire alarms go off at all hours mutiple times a week in the winter, so much so the fire company has started charging them a fee. I have issues with key fobs not working and have been stuck outside for hours or until someone will finally let me in. It takes the leasing office days to return ur call,
However they started to get a bit better. The place is very nice in the apartments,

Is always frezzing.

I’ve been living here at The Quarters almost two years and I wanted to wait until I had lived here for a while before writing a review. Overall, my experience has been enjoyable. We are currently renting on the fourth floor and we live in one of the layout that’s has a little over 1200 sq ft. The apartment is comfortable however my husband and I are slowly starting to outgrow the space.
Our BGE every month is under $ 120 (even less during the summers) and the maintenance guys are very responsive and friendly. I don’t know if my personality happens to be likeable, but I’ve never had any issues with the management/​leasing staff. They’ve recently updated the common area and it is very trendy and modern which happens to be more of my taste anyway. The computer rooms have been updated as well and one of the computers out of the four that are available is a mac.
The downside to living here (because there are always downsides) is the residents. I really wish they would refrain from renting to college kids. They run, yell and act like children in the hallways and can be heard inside of the apartments. I am not 100% sure they are behind this, but you will typically notice trash in the garage or not placed in the trash chute and I can only assume that those residents are to blame. No one who works hard to afford the rent here would treat this place that way, nor would they be able to afford this apartment without assistance.
I have not had any problems with rodents (more specifically mice) otherwise; my husband and I would have terminated our lease early. The only issues we’ve had were with ants during the summer of 2014 and that is quickly addressed and we have not had any problems since.
I do wish the walls and ceiling was soundproofed more because residents who are heavy footed can be heard all hours of the day and night rather they are inside or outside of the floor above you or on your floor. It gets annoying after a while to say the least.
I haven’t had any problems with valet trash, so I cannot complain. I do like the luxury of having someone retrieve your trash from outside your door even though the trash chute is not too far away that I couldn’t discard my trash by myself.
Over the last 5 – 6 months, the first alarms were going off in the evenings/​early mornings (9pm — 2 am) but thankfully, those instances have stopped. I have been more annoyed at the preparation and execution of the construction across the street because it has been ongoing for the last year. Many times we would have to contend with bright lights shining through the window as well as road construction/​drilling that would start at 10pm Sunday –Friday. Luckily now, we only have to deal with the construction guys yelling and working beginning at 6am in the mornings.
All in all, I truly enjoy living here. Apartment living can be a toss-​up depending on your location, the amenities and your neighbors but overall I am happy to live here. While I do not intend to rent forever, I understand that you have to take the good with the bad until you are ready to buy a home. That being said, if you can deal with the nuisances I listed here, The Quarters may be the next best home for you.

The Quarters advertises itself as a luxury apartment — me’thinks not! My recommendation, as a current resident, is to wait until the apartments across Southerly Rd. are completed and move there. The following are issues that are ongoing or happen weekly: The security gate in the stairwell of the 900 building doesn’t work (lets see who reacts first — vandals or management) and hasn’t worked in over 5 MONTHS despite repeated emails, phone calls and letters to management. The fire alarms (HOLY CRAP, LOUD) go off weekly in the middle of the night. Cars are towed (with tags) weekly. DO NOT LIVE ON THE FIRST FLOOR — electric bills are over $ 300 a month for less than 1000 sq. ft. apartment. Valet trash — haha, more like if I get around to it trash. Rats, mice, broken elevators, rude management, etc. If you advertise yourselves as a luxury apartment I have a few recommendations: have maintenance personnel on standby (Yikes, this is TRUE, they DON’T!!!), keep the grass free of dog feces, keep security up to date, STOP THE ALARMS FROM GOING OFF WEEKLY IN THE MIDDLE OF THE NIGHT!, and provide some customer service to your residents — we are the reason you have a job. Oh ya, work with the postal inspectors to stop the theft of mail. I have had over $ 250 in gift cards for my children «get lost in transit.» For your own sake do not move in. If you do, rent should be no more than $ 1500 — anymore and they are lying about the price residents are paying and to be honest, with the above issues — would you want to pay 2 grand a month to be unhappy for a year or more?
