From my experience Dr. Horowitz is a good, but overworked doctor. I have never had a wait of less than 4 hours in his office. He did listen to my concerns, but did not have the time to discuss my concerns with me. I get very upset when health care professionals treat me like my time is not valuable, needless to say I changed doctors.
