In 1995, God brought together 17 individuals from different church backgrounds to explore the possibility of starting a Bible believing church in the South Tampa community. Over the next several months, these families met regularly for prayer, Bible study and discussion. At the end of this time, they concluded it would be wise to be a denominationally connected church, and the Presbyterian Church in America (PCA) seemed to best fit their beliefs. With this step taken, the search process for a minister began.

In 1998, Steve Casselli from Westminster Theological Seminary was called as the organizing pastor.
