State Rep. Mark Painter’s constituent services office assists residents of Pottstown, Limerick, and other local communities with state programs and services including PennDOT, property tax rent rebate, birth and death certificates, home heating oil assistance, and or other state programs in addition to addressing legislative issues of local interest.

History

Established in 2013.

In 2010, Painter unsuccessfully ran for the Pennsylvania House of Representatives in the 146th District against the incumbent Tom Quigley, by a margin of 56%-44%. In 2012, Painter again challenged Quigley, this time winning the seat 50.4%-49.7%.

State Representative Mark Painter is an eighth-​generation Pennsylvanian. He grew up in Stowe, graduated from Pottsgrove High School and went on to the University of Pennsylvania where he earned degrees in electrical engineering and law. There he met his wife, Coleen, a United Methodist minister and retired Army Reserve chaplain. They married in 1981.

Mark and Coleen raised two refugee foster children from Southeast Asia and two biological sons, who have autism. When their sons were diagnosed with autism, Mark and Coleen became concerned about the lack of access to special education programs. They organized other parents of special needs children, and helped develop newer programs for students with autism. This experience led Mark into the field of special education law, where he represented parents advocating for better services from their school districts.

From 1998 to 2012, Mark served almost four terms as tax collector for Limerick Township, until he was elected to the House. Mark
