BUYER BEWARE of FRAUD!
This guy will take your money and not deliver. he will come up with all kinds of excuses, just read other’s post – he’ll use his «excuse playbook» on everyone. And he will not give your money back either!!!

FRAUD ALERT!
Kevin did a quick measurement and took 50% deposit in early August of 2015 and promised to deliver shutters in 6 – 8 weeks. 2 months later when I called him about the status of the shutters, he made up some excuses and asked me to wait for 2 more weeks. Then 4 weeks later, he told me the shutters arrived at the port but frames got lost in containers, so he had to reorder frames. Then 3 weeks later, he told me frames got delayed due to holidays…
Fast forward to mid-​December, still NOTHING! I was outrageous and requested deposit back. Now it happened again — Kevin said he would cancel the order first and then send me deposit. 2 weeks later he said he put the check in the mail but the mail was lost. Another 2 weeks later he said he would hand deliver my check but his flight was delayed in LA… until now, half a year has passed. We got no shutters, and no money back.
I checked the State licensing board but apparently Quality Shutters was not licensed. I will proceed with all necessary court action to protect my consumer rights. Tu Ngo and Quality Shutters are fraud.

I’d hate to write such a negative review on a business, but the HORRIFIC experience I endured with Kevin (aka Quang Huynh) and his shutter business was sooooooo bad that I feel compelled protect others from possibly hiring him. Kevin is a nice guy… don’t get me wrong, but that will fool you into believing that he would complete his job. It was 4 months past the start date of me hiring Kevin and I was FED UP with all of his excuses and lies on why the job was delayed. I ordered shutters, blinds, and roller shades for our home back in the end of July and he said it would take up to 8 weeks to deliver and install. It’s been 16 weeks and NOTHING. Til this day, he never delivered and only half assed the job. I looked him up on Unilocal and didn’t want to believe that all of the other bad reviews were true! I wish I looked him up on Unilocal before working with him, but I made a big mistake by trusting someone with a referral. He will tell you that his family is sick, he’s on vacation, he got into a car accident, the shipment was delayed, the vendor is too busy, the port is doing an inspection, President Obama is placing a hold on international deliveries, they sent the wrong product, etc… BOGUS right? He WON’T show up to your appointments, no show, no call. No decency to give you a valid explanation, except «I’m sorry». Sorry isn’t enough to mend the inconvenience and troubles we had. Just last month, in November, my husband and I were livid when Kevin didn’t supply the last half of our order as he promised before Thanksgiving. He is filled with broken promises. It came to a point where he even admitted that he didn’t measure all of the rooms so that’s why the order wasn’t complete! He would bring one piece every 2 weeks! What a waste of time. To add insult to injury, the last time he came into our home to install a shutter, he dropped his drill onto our hardwood floor, with the drill tip down. It chipped and dented our brand new floor and he didn’t even own up to it! He tried to hide it!
At that point, we cut him off completely even with our windows unfinished. We’re going to start all over again and find another vendor to complete the project. We felt scammed and violated. I am in shock that any grown man can run a business like that. DO NOT WORK WITH QUALITY SHUTTERS!!! HE’LL TAKE YOUR MONEY AND NOT DELIVER.

kevin is good until you give him advanced deposit. after he got the money in hand he wont reply your voice msg or text msg.
we sing the contract july 13^th 2015 for window shutters. paid him 50% in advanced by check. he said he need 6 to 8 weeks. after 8 weeks on sep 13^th 2015 he said he need more time. i belived his words so i said no problem. but its been 5 months he took my money and not even bother to call me back and reply to text msg. now i have to find out how i can get my money back legally. please dont hired him. its waste for time and money.

I would give Kevin 0 stars if I could. Everyone that gave him terrible review please listen to them. He is full of lies from his mother in the hospital to aunt dying. We booked with him in September and never got our blinds until July of the following year. He’s unresponsive, unprofessional, and a liar. The blinds I ordered were not the colors I wanted but after so many months of waiting I gave up. Do not use him!

I had such a horrible experience dealing with this company especially Kevin, that I have to write my first ever Unilocal review, so that others may be properly warned! Advice: STAY AWAY FROM THIS COMPANY!
Short version:
Gave deposit for shutters around January 2015, never got my shutters even in July! Asked for my deposit back, and it was like pulling his teeth, but finally got my deposit back only after I threatened to sue him in Aug.
Long version:
Made appointment with Kevin, and got a quote. He totally didn’t show up to the first appointment. I texted him, he called and told me that he was in a car accident.
The quote was the cheapest, so we went with him. Gave him 50% for deposit. The shutters were supposed to come from China, and he told me there might be delays due to Chinese New Year holiday over there, so instead of normal 6 weeks, he estimates 8 weeks. This all happened in January.
After 8 weeks (March 13^th), nothing was happening. I had to text/​call him to get an update. He says the It’s stuck at the port, and waiting to be released. He says there was some sort of strike at the port. I looked up on the news, the last strike happened at the port was months ago. But fine, I gave him the benefit of the doubt.
Another 2 weeks (March 26^th), I asked for another update. He says they are still in the yard waiting to be transported, but no ETA yet.
Another 2 weeks (April 10^th), I asked for another update by text, he did not respond. Next day, I asked again, he says due to accident, he was in hospital, and will update me on Monday which should be the 13^th. This update never happened. So I figured I’ll just check with him in another 2 weeks.
Another 2 weeks (april 27^th). I asked for update. He says they told him to go May 10^th to get it, and he’ll schedule my installation after he gets it. I was happy which was very stupid of me. I should have seen the pattern!
Nothing happened on the May 10^th, so I texed him on 11^th asking for update. He says he’ll be back home the next day, and will call me on Wednesday 13^th.
He did not call me on May 13^th. I texted him on 14^th asking for update. He says the shutters are scheduled to arrive at Livermore warehouse on the 19^th. He’ll call me when he gets it.
Nothing happened on 19^th, so I texted him on 21^st to ask. He says it arrived on 19^th, but still in container, and will be ready to pick up on Tuesday (May 26^th), and he will call me on that day around 3 pm
Nothing happened on 26^th as he said. So on 27^th, I texted him, and I was definitely starting to run out of patience! He says that the shutters were damaged because they were sitting in the sun for so long, and they warped. He’ll have to get them repaired. He says he’ll call me on June 10^th to give me an update. I told him that I’m sick of him saying he’ll call me and give me update, but never does it. So he promised that he’ll make sure he does that, and he’s already put it on his calendar.
Surprise, surprise, on June 10^th he never called me. I texted him in the evening, and got no reply! June 12^th, I texted him again, no reply again. June 16^th, I texted him again, still no reply!
On June 17^th, I finally got a hold of him and he says he was on the road, because he had to deal with the repairs, and he’s given the manufacture a deadline for doing the repairs, if they don’t complete, he’ll cancel the order with the manufacture and give me my money back. I told him let’s see how it goes.
On June 24^th, he told me that they were too slow on the repair, and he’ll cancel the order, and give me my money back. But I figured that we’ve waited more than 5 months, if the repair will take only a couple of more weeks, we can actually wait, so we told him to not cancel, but get an estimate of how long the repair will take, and we’ll go from there. He says they estimate the repair will be done on July 6^th. We decided to wait for it.
Of course no update came from him on the 6^th! On July 11^th, I texted him asking for update. It was Saturday, so he says he’ll do it on Monday when the repair shop opens (July 13^th).
Guess what? of course no update was given to me on the 13^th! I texted him, he didn’t respond. On 14^th, I texted him again, and he says he didn’t get response back from them yet.
On 16^th, there’s still no shutters. I texted him for another update, he says he told them again that if we don’t get the shutters on Monday (20^th) he’ll cancel and refund my money. I agreed, because both my wife and I are truly sick of his run-​arounds and lies!
On 20^th, I texted him, he didn’t respond.
On 21^st, I texted him, and he asks me for my checking account number, and I gave it to him.
On 23^rd, I still didn’t get the money, so I asked him when should I get my money. He says he’ll wait for the vendor to complete the return which is 3 – 5 business days.
On 28^th, nothing.
On 31^st, still no $$!
It wasn’t until another 3 failed promises and 21 more texts over the course of 4 days and the threat of suing him, I finally got my deposit back!

I got shutters for my window in my new home. quality wise the shutters are okay, some scratches were noticed but nothing too bad. Price is decent. The service, however, is horrible. He was hard to get ahold of, cancelled several appointments without telling us until we had contacted him to confirm an appointment. Never told us there was oversea delays which would affect our shutter installation, until we contacted him. When talking to him about the delays or confirming appointments, he was rude, inconsiderate, and unprofessional. even for the price I don’t think it was worth the trouble. I would of canceled my order, but I had already put a deposit down and he said I would not get my money. I definitely use his services again.

This is a long overdue review. I had Kevin to put on plantation shutters throughout my whole house. Price-​wise, I think it is cheaper than big shop like Home Depot/​Lowes.
The shutter was manufactured in China and it took close to 3 months to be made and delivered, that’s the down side.
However, shutters work great so far after 2 years.

Actually, 4.5 stars but Unilocal doesn’t give half stars, so let me explain.
I booked Kevin through a friend referral after looking at the quality of work he did on their shutters. We previously called around to a few other vendors, but Kevin, off the bat offered the best prices, and carried a great selection of brands. For reference, we were quoted $ 5k for Graber shutters using the Costco service, Kevin was able to do the same for $ 2,800 without negotiation. When our shutters finally arrived, the installation process was quick and he did an excellent job ensuring to be careful around all of our furniture.
A lot of the 1 star reviews are attributed to his lack of communication, and delays in appointment. I admit, I also experienced some of these issues when dealing with him, although not as extreme as others. There were times where he would have to reschedule an appointment due to various reasons, or he missed an email here or there which forced me to send another to check-​up. But for me, I knew this comes with part of the package when working with an Asian vendor. If you want top service and quality product, then you have to expect to pay for it. I cared more about the end result, and after finally meeting him, he was actually very sincere and someone who I wanted to work with. He takes the time to walk through the functionality of the shutters, along with giving care instructions, and he offers to fix any of the shutters for free as long as they are within warranty period (10 years).
Barring some of the communication issues, I would still highly recommend him to my friends!

No respect to your time… Had an appointment scheduled, so had to take time off work and drive to the house.
15 min past appointment time — incoming message the guy is not coming in for another hour.
Definitely would not recommend if you work and have to be on schedule.

After shopping around several shutter companies, my wife and I decided to go with this company run by Kevin to replace all of the shutters in our house. Since Kevin does everything himself and keeps the cost down, he probably has the best price in town.
Our old shutters were over 30 years old and required special fitting to replace. Unlike the other companies, he was very accommodating to the customization with very reasonable fee.
We had to wait for 2 months before the new shutters were ready, but it was well worth the wait. After he installed the new shutters, we were pleasantly surprised that they make our rooms a lot more pleasant to look and stay, like we have a new house!

I was referred by a friend to Quality Shutters and had come up to Unilocal to read the reviews. I always pay attention to the low-​star ones to weigh the pros and cons. I was a little concerned by all the comments on the difficulty of tracking down Kevin and poor service, but since my friend had such a good experience with him, we decided to order from Quality Shutters. At the time when we placed the order, Kevin had said it would be ready in roughly 10 business days and would let us know once they’re ready. On day 8, I called to check on the order status and he said that one of the shades was back-​ordered, so it wouldn’t be ready for another week (I was a little annoyed that he didn’t proactively contact us to let us know of the delay).
A week later, no calls from Kevin, so again I had to initiate the call to see if the back-​ordered shade had arrived. He told me it has (again, why didn’t he call me to tell me that), but he is going out of town later in the week, so the only day he could come out was the next day (all the time I was thinking, you could’ve told us earlier to schedule something over the weekend or last week). I told him the next day worked for me and scheduled a time. He said he would call prior to our appt. Come the next day, 10 minutes before our scheduled appt, I still didn’t hear from Kevin, so I called him. Guess what? He told me his van broke down while he was on his way to come over and now has to take it to the mechanic (AND IT DID NOT OCCUR TO HIM THAT HE SHOULD CALL IN ADVANCE?). So now I don’t even know when he will be delivering my shades. He told me he’d be calling me back to let me know when he can come out, let’s see if he does and if I get them before he goes out of town.

Kevin is very unreliable and has no regrets for showing bad customer service. His excuses for not showing up can get very annoying and awful; sometimes he claims he is so busy he cannot check email, sometimes he’s on vacation for weeks, sometimes it’s family obligations, one time his close friend died, or he did not hear clearly on the phone, or the company did not deliver the right blinds, and if you call him he does not answer and nor can you leave a message since his mailbox is full… the list just goes on. It is just deplorable that he does not inform you either before or after an appointment why he could not make it.
He installed blinds at our place about a year ago, and soon we found out that one of them was not working properly. Kevin was informed of the problem, he came over to take a look a few weeks later and promised he would order replacement blinds. It’s been 10 months now since he has not replaced them, and we’re losing count on how many times the guy just has not showed up. 10 pathetic months and he’s still going strong with excuses… and we are trying very hard to keep our cool. Amazingly, he wrote an email a few months ago saying how sorry he was to inconvenience us and that he’d bring a check for $ 100 as a compensation. But it is a real shame that he still has not showed up! To this day I just cannot reach the guy or get any response.
I’ve heard that these geniuses at Unilocal are known to hide negative reviews, so let’s pray to God that this review shows up and that you stay away from this guy Kevin.

I don’t understand how people are giving Kevin good reviews since February 2013.
On January 3^rd I called he to schedule a quote. After he rescheduled 3 times because of numerous reasons, he finally came out. He took a week to get back to me. I then told him to order the blinds. I called him over a month later and he told me his father died and he didn’t order the blinds. I told him then that I was leaving on vacation on April 5^th and wanted to have the shades in by then. He said no problem. Well he never called back. I texted him and he told me the most basic color was on back order and they would not be in on time but that they were on order. So I called him the fist week of May and he told me that the blinds were in but that his grandfather died and his wife’s friend died and that he was going out of the country and would be able to install in 3 weeks. So I felt guilty and gave him a month before I called back. He then told me because of his religion he was not allowed to work for 3 months and that he would be able to do the install in 2 to 3 weeks. He obviously forgot all the other stories he was telling me. Still just in case he wasn’t full of it, I offered to come over and buy the blinds from him but that I wasn’t willing to wait any longer. Of course he told me his religion wouldn’t allow that. So maybe if you are lucky enough for him to want to do the business for you he can do a decent job. But do not expect to be dealing with someone he puts a high value on honesty or integrity.
So anybody who has had jobs done in the past 3 months (and I do see a few reviews) must be mistaken or someone isn’t being honest.
Kevin, I wanted to give you the benefit of the doubt, and was not going to write a review until I saw these recent review.
Let’s see what kind of story he comes up with for the rebuttal on this one.

We were referred to Kevin from our family and am very glad we called. Quality and delivery of service is excellent. I would recommend Quality shutter to any one looking for new shutter.

We just had our shutters installed by Quality Shutters and I must say, out of the 6 vendors we interviewed and received quotes from, we received the best service from Quality Shutters. Kevin’s response time was impeccable and he is a no-​bullshit type of guy. We had 20 shutters installed and took only 4 hours and they look great!

Let me explain my reasons why E D and Tarun C gave me such a bad review.
On January 10, i went to his neighbor Lucy for shutters consultation (she went with me because my shutters price was lower and better quality). After finishing with Lucy, i knock on E D and Tarun C door ask them if they need window treatments. I gave him my flyer and he called me a few days later. I came over and give him a blinds and shutters consultation. He told me there is another company that is about $ 300 cheaper than mine. After explaining the pro and cons i told him i’m willing to match their blinds price. I’m using a well know brand name vs. the other company using their own brand blinds. They told me they will think about it. Two days later, he called me at 9pm asking me to come Sunday morning but i was not available so we agreed to meet at 8 pm Sunday night. On the phone, They both agreed on $ 2,000 excluding the sliding door. Sunday night when i got there, they chose the color and they want $ 1,800 including the sliding. I told them i can’t because i will be lose money if i agree to $ 1,800 plus the sliding door. after 30 of back and forth i agreed on $ 2,000 plus the sliding door. They both still not agree to pay $ 2,000 so i ask him for my samples back. After he hand me my sample, i told him «if we can’t agreed on $ 2,000 plus the sliding door, thank you for your business opportunity and i walk out» When i walk out, he follow me to the door and said «Call me if you willing to do it for $ 1,900.

Kevin just keeps on delivering high quality service with a smile! I had an accident in my office and I needed to redo the window treatment in my office. Its my office so I wanted it to look great fast! so I called Kevin to Save the day. He had already done work in my home so I know what I was going — great service, a no haggle price and quality. And that is what I got! This guy is awesome for window blinds, shutters, drapes, you name it!

I would highly recommend working with Kevin. He was knowledgeable, had a large selection and very competitive prices. It was much easier to work with him rather than go to a big box store. We would certainly recommend him if you’re looking for blinds or shutters.

Several people recommended Kevin to us. They told us that they had compared prices at several locations including Costco and he still had the best price. He is also able to get any brand that you want. We ended up getting the Hunter Douglas silhouette and love it.
He was also kind enough to help install our TV mount and curtain rod (that we didn’t purchase from him) for free. He did a perfect job installing everything. He also allowed us to pay him in 3 separate payments, which helped us a lot since we had a lot of expenses right after we purchased our house.
We highly recommend him!
