Kaufman & Killen, Inc. was formed in 1984 as Holbrook, Kaufman & Becker, Inc. and has operated as Kaufman & Killen since 2008. The firm is a professional corporation engaged in a practice limited to representing clients before local governmental entities in the San Antonio region. Specific areas of concentration include zoning, planning, governmental regulation, contract negotiation and procurement, historic preservation, economic development agreements, environmental enforcement and assessment, water quality regulations, stormwater regulations, platting, utility service agreements, franchise and license agreements, permitting, city code enforcement, and special districts.

Business Owner

Bill is president of the firm. As a former Assistant City Attorney for the City of San Antonio, he has extensive experience in handling various municipal matters involving zoning, platting, municipal contracting, environmental issues and municipal solid waste. His practice has included selection and negotiation of concession contracts, demolition of structures, professional contracts, tax phase-​in, and license and lease agreements. Bill’s practice also includes representing clients before the Bexar County Commissioners Court, and other area municipalities and counties.

Clients he has assisted in dealing with local governmental entities have included billboard companies, hotels, contractors, telecommunication companies, trade associations, landfills, solar farms and river barge operators to homeowner associations, churches, schools, universities and other non-​profit associations.
