Partlow Investment Properties Incorporated

I lived at the property located in Sugarhouse (2177 S Lake St) for nearly two years (May 2014-​January 2016.)
We had several cars broken into in the parking lot owned by Partlow, and one car was even blatantly stolen in the middle of the day. Multiple tenants on the property reached out to Partlow and asked for at least a light in the lot, and it took several months and multiple outreaches to Partlow for them to even do that much. The shared laundry room roof started collapsing in, and despite several of us reaching out to Partlow to fix it, it took another several months (in that time, any one of us could have had the roof collapse in on us.) They hired a plumbing company that drilled into the wall in a unit without checking what was behind it, hit a gas line, and literally set fire to the apartment, burning it down and forcing the tenants inside to find a new place to live (I wish I was making this up.) They then had the *same* plumbing company come back and get back to work reinstalling the plumbing through our entire complex– they admitted to my face that these plumbers did it wrong, it was not in code (they conveniently skipped my apartment when the city came to inspect the new plumbing) and they would need to come back and fix it (every tenant in my building had the same thing.) That was at least 8 months before I moved out, and it still had not been fixed by the time I left. The entire PVC pipe running up the inside of my wall kept getting more and more bent, like it was going to snap any day, and Partlow did nothing. Any repairs or maintenance that needed done, no matter how important they really were, took months and months to get done– we had one maintenance request that we submitted about a month into our stay that *never* got done in the nearly two years that we were there. We eventually fixed it ourselves. These are the experiences the complex as a whole dealt with while living at Partlow, below are my personal experiences.
I had my dog outside one evening, and the neighbors across the way had two dogs inside. Their dogs started jumping up at the window and barking/​scratching/​clawing to get to my dog. In the process, they broke a small part of the window in my neighbor’s front room. I was drunk, and felt really bad and wanted to help, so I wrote a note stating «Hey, I want to help pay for part of it. My dog was outside, that’s why your dogs broke the window.» The neighbors took it to Partlow and claimed I had said it was my dog who broke it, and that I was going to pay for it in full. I didn’t get a phone call, I didn’t have anyone approach me to talk to me, I just suddenly got a well over $ 200 bill for the full replacement of the window. I went down to the office to try and talk to them, and they just said «It’s in your lease that if your dog breaks something, you pay for it.» They refused to listen when I said it *wasn’t* my dog who broke it, but the neighbors’. I still have photos I took for evidence, showing that my dog can’t even reach the window in question, and the barricade they had to set up after that for their violent dogs.
Shortly after that, I received a letter that stated that because I had been «making my neighbors feel uncomfortable in their home» they expected us to move out by January 1^st. The reasons given were things like «you throw beer cans at their door» or «you purposefully leave trash in their yard» or, my favorite, «You’ve been saying mean things to them as they walk back and forth from their apartment.» There is no evidence whatsoever that any of these things happened, because they never did. The really funny part is that I don’t even drink beer from cans, I always drink from a bottle (but I can tell you who does, and would throw them at neighbors’ doors.) In short, Partlow doesn’t care about evidence, they just look for the quickest way to make a buck from their tenants.
Upon moving out, I first received a notice that stated we would get $ 75 of our deposit back. A few weeks after that, I received another notice stating we owed them $ 225 for «cleaning and repairs.» In the breakdown of what they were charging us for, they said things like «Tenant had carpet cleaned, but it still smells like urine (I have four people who were there with me who say otherwise)» and «Tenant did no cleaning of the walls (again, four people who were there with me who can back up that we did, in fact, clean the walls.)» «Kitchen floor smells like wine» and other bullshit charges that are based entirely off of what Partlow says, things that can’t be backed up in a photo to prove they were not left in that condition. We luckily have our own photos of the unit post clean up, as well as the witnesses who were not only there, but helped us clean, and will happily fight them on this.
Don’t rent from Partlow– reading other reviews, it isn’t just the Sugarhouse property that deals with issues like this. They are the definition of slum lord, and will treat you like it.

Honestly… I would say avoid Partlow at all costs. I haven’t lived in their properties for two years now, but my friend who moved out just 6 months ago claims nothing has changed.
It’s fishy that I can’t seem to find many reviews for them online now — because at the time, when I lived there, they were everywhere. Negative reviews, that is. (Not on Unilocal,but other sites.) Check out the reviews that are still visible on Merchant Circle, though, and you’ll see horrendous things.
They neglected to tell us before we moved in that the building had a SERIOUS cockroach problem. When we confronted them about it when paying the first month’s rent, their reaction was, «The previous tenant didn’t tell you?» As though it was her responsibility and not theirs.
Every few months we were required to vacate the building, along with our pets, so they could gas the apartment to get rid of the cockroaches — but it never worked.
Management was hard to get a hold of and not very friendly. The building was not well maintained and the hallways always smelled funny. They also control the heating in winter so your bill will double no matter how cold you keep your apartment.
Oh, and two years after moving out, they suddenly served us with papers claiming we owed them money, out of the blue, with absolutely no grounds and no warning. Who on earths takes a single month’s rent to small claims court without even trying to contact the former tenant for two years? They’re just begging for trouble. They intentionally mess things up for you — there’s really no other explanation.
I seriously regret Partlow, as does everyone I know who has ever lived in their apartments!

Resolved my issues. Management is kind and understanding (when you are able to get a hold of them).
