Carter is a serial entrepreneur who has successfully started several successful Virginia based businesses focused on financial services, real estate brokerage, real estate development, real estate brokerage, media development, and event management. His focus for the last ten years has been developing Refine into a national organization with a hyper-​local focus on every community it serves.
