History

Established in 2005.

Before forming TPC, Mr. Selfe served as Director of Business Development for Pan American World Services, Inc. There, he established a $ 20 million sole source contract with U.S. Army Aviation for Operation Desert Storm’s war reserves receiving, warehousing, issuing, and retrograde.

Business Owner

Carl K. Selfe is President and CEO of TechServ Inc. dba The Proposal Center (TPC) and Board Chairman for Pan American Technical Services, Inc. Managing government and commercial proposals for Agility Logistics, he has overseen a peak TPC workload of 27 simultaneous proposals on 3 continents. Further, Mr. Selfe managed 25 employees and 225 associates for Agility, and administered an annual budget of $ 13 million. With 30 years in the proposal field, he developed a unique proposal process, resulting in:

Winning 44 bids in the last 5 years, booking $ 20.9 billion in sales backlog

Achieving 15 of 18 wins (83 percent) from 2009 to 2012
