John was born in Norfolk, Virginia, graduated from Maury High School, received his Associates Degree from Louisburg College, Bachelor of Science degree and Master of Arts degree in Education from Western Carolina University and Education Specialist Degree in Higher Education from The University of Virginia. Achievements include:

* Graduate Research Assistant and Graduate Fellow, 1975 – 1976, DuPont Scholarship, Center for the Study of Higher Education, University of Virginia, Charlottesville, Virginia.

* Outstanding Member of The Year, 1984, Southeastern Virginia Chapter of the American Society for Training and Development.

* Chairman, 1985 – 1986, Directors of Continuing Education, Virginia Community College Association.

* Vice-​President, 1986 – 1987, Tidewater Chapter of Phi Delta Kappa, Education Fraternity.

* Publicity Chairman, 1986, Business After ours, Hampton Roads Chamber of Commerce, Chesapeake, Virginia.
