History
Established in 1989.
The Joy Picus Child Development Center was established in 1989 as the City Hall South Child Care Center, then renamed the Joy Picus Child Development Center after the Council member Joy Picus, whose dedication to young children pioneered the first child care center that was to provide child care services to the City of Los Angeles employees.
Today is open to City employees, as well as everyone else.
The Joy Picus Child Development Center is managed by the Mount Washington Preschool and Child Care Centers (MWPCCC). They have had the center since 2002.

Tamara B.
Manager
Tamara Brown is the Center Director. She holds an MA in Human Development from Pacific Oaks College, and a BA in Child Development from California State University, Chico.
She has been in the field of Child Development for the past 20 years. She has been the Center Director of the Joy Picus Child Development Center since 2010.
