We evaluate soils for onsite septic systems (perk tests), stormwater infiltration, flood hazard areas, petroleum contamination, and application of residuals. Our staff is qualified to design many types of septic systems including conventional, low-​pressure pipe, pretreatement, and drip systems. We also identify wetlands, streams, and riparian buffers; and assist clients with CWA ⁴⁰⁴⁄₄₀₁ wetland permitting and violation resolution.

Established in 1991.

Hal Owen & Associates was founded in 1991 by Hal Owen and has operated out of the same location in Lillington, NC, for several years.

Meet the Business Owner

Hal O.

Business Owner

Hal has amassed more than 25 years of experience as a soil scientist working on various soil survey projects in NC and VA. He has worked as a soil scientist for a local health department and for various environmental consulting firms conducting wetland investigations and managing a program for land application of residuals. In 1991 he decided to start his own business, and has built a reputable company with a qualified staff of professionals. Hal is passionate about the advancement of soil science and his community and has been a member of the Harnett County Planning Board, the Consulting Soil Scientists of the Carolinas (president 2007), the Soil Science Society of North Carolina (executive committee 2008), and the National Society of Consulting Soil Scientists (president 2011). He is also a proponent in the formulation of Standards of Practice (SOP) for Soil Scientists and for Soil Scientist Licensing in other states.
