Property Management of Andover

PMA caters to vendors and brokers, and condo fees reflect it. Examples include (but not limited to):
1) Without any advance notice, I was awakened by jack-​hammering occurring ~50′ from my window/​door. It was an expensive two-​week racket for a sidewalk that serves no practical use (the sidewalk-​to-​nowhere gets shoveled too). No one cares.
A backhoe occupied five precious parking spots during the project. Quote from my neighbor (written): «No notice. No advance communication. Such a joke.»
2) Fire alarm testing generated an unannounced 45-​minute racket in my building. I had to schelp outside in my pajamas. No one cared.
3) Without consult, I was assigned a window-​of-​time, mandated by mgmt to allow a vendor into my condo. Vendor never showed. PMA didn’t answer phone calls. I’ve yet to receive a mgmt explanation or apology. No one cares.
4) I was mandated by the Board to allow a NYSE-​traded corporation (for which I have no interest in doing business) to enter my condo, because this company had an exclusive contract with PMA. I wasn’t compensated for my time. Because there was no PM oversight, I heard that this same corporation erroneously bored a hole through my neighbor’s ceiling. No one cares.
5) Despite multiple emails (including one forwarded directly from the gas company), gas meter vents were buried under ~8′ of snow for over a month. No one cared.
6) «Fire Exit» door, next to the gas meters and access to the dumpster, was inaccessible for over a week. No one cared.
7) Already handicapped (and with no action from PMA), I injured myself shoveling Association snow off my HVAC — so that my family wouldn’t die of fumigation. Nine appts later, still no one cared.
8) Unable to make contact with the PMA office, multiple owners had their cars trapped in the garage, indefinitely, during a work day (when a manual pulley system failed to be routinely inspected). None of the owners were made whole.
9) Despite their contractual obligation to respond w/​in 24-​hours, PMA seems to only selectively return calls and emails from certain owners. I believe that they want people to move. (It’s time for them to go, not vice versa.)
10) Before simply moving, one neighbor planned to start a Youtube channel — instead a real estate transaction got generated (increasing attrition rates and devaluing the property).
11) PMA attended a court hearing with a vendor and a *select volunteer* without informing the Board.
12) PMA got another vendor to lie for them (in writing), on at least one instance.
13) Quote from yet another neighbor (written): «They do whatever they want — they think they own the whole place.»
14) Mgmt team spent $ 1000s installing light-​colored carpets in a high-​traffic area, which will undoubtedly require more cleaning. New carpet looks worse w/​in 6-​mo than last one did in 10-​years.
15) PMA routinely allows community volunteers to perform their weekly contracted job of inspecting buildings. I often wonder how one specific *volunteer* gets paid, as this person has repeatedly stated that they’re acting as an «independent contractor,» and as a «listing agent» (three more different neighbors have confirmed, in writing, hearing these same remarks).
This same *volunteer* has written in an email that they’ve acted as an «experienced buyer» having a «conversation/​negotiation with a vendor» (all unbeknownst to the Board).
It’s all «business as usual,» according to PMA.
16) When new water heaters got mandated (after the entry pipe burst in one condo), it appeared that the *preferred vendor* offered some select owners different pricing than other owners. Plus, interestingly enough, one specific *volunteer* already had a new unit.
17) The P.M. is virtually non-​existent, and they’re not in A.
18) I can only recommend to everyone: DOCUMENT EVERYTHING (IN WRITING) AND KEEP TAKING PHOTOS. JUSTICE WILL PREVAIL!
Based on the aforementioned sampling of events (and precisely 3.5-years of fact), I conclude that PMA is such a complete horror-​show-​of-​a-​vendor that its actually become disturbingly, and rather horrifically, entertaining.
To quote RFK Jr: «It’s a cesspool of corruption and a snake pit of lies.»

I would suggest anyone going with this property to reconsider. They are now taking me and my family to court because we refused to pay a «Special assessment fee» to make repairs that were never done. They have since left finally. The new association has boarded off my deck and deemed it too dangerous to walk on. This is the same deck property management of Andover refused to fix.

I live and own one of the condos management by these guys. They are totally lazy and just rip you off. On top it RuthAnn is very very rude and always takes side with the board members. They do not get any job done and we have to literally keep running behind them to get them to work. They never are polite and forget the fact tat if all the home owners stop paying the condo fee they will be doomed. May be that is wat all of us should do.

As a condominuim board member and homeowner, I’ve had the pleasure of working with «Property Management of Andover» for the last 25 years. I work directly with Jim Toscano (president) and he’s been very supportive and responsive to all of our condominium needs. No matter what we encounter he’s always there to make recommendations, guide and support us to make the right decisions and save money. He has a great team of people that work with him who are extremely customer focused and react quickly and efficiently (Jean and Hutch)! I cannot say enough positive comments about them! I am moving to another condo and I wish I could take them all with me!
