History

Established in 1878.

The Highland County District Library began in 1877 when a library reading room was established in the Hillsboro City Building. It was thought that such a facility would be helpful to those attempting to reform their lives under the influence of the local Women’s Temperance Crusade. The following year, the Hillsboro Town Council appointed a Board of Trustees and this reading room became the Hillsboro Public Library.

The formation of a County District library started with a 1948 resolution that circulation of books of the Hillsboro Public Library would be extended without charge to all residents of Highland County.

The three branches joined over the years to form the Highland County District Library. The HCDL was automated in 1995, connecting the separate catalogs into one. In 1997 the Ohio Public Library Information Network PCs allowed the public access to the Internet and library databases at each branch. The library is now a member of the SEO Consortium which allows our patrons
