One of my clients in Los Angeles is a foreign Consulate. One of their visiting college students was arrested in the Santa Barbara area. His English skills are very poor and probably did know what was going on. Furthermore, the Consul General informed me that he had health issues and that his family were fearful things can get worse for him.
