Cal State Fence And Construction

A little over one year later and my boards are falling off! Every other board of this board on board install requires hand hammering longer nails to secure to fence. Mr. Stan Frank is apparently not available after countless voicemail and email attempts. Funny thing I was trying to contact him to rebuild our side fencing and gates! I never even mentioned that the workmanship was failing on all sides of our home. I wonder if I had called to have the problem addressed if he would have resumed correspondence? For these reasons I am reevaluating Cal State Fence and Construction at two stars. Perhaps this ding will inspire Mr. Stan Frank to action?

I obtained three quotes for my fence. Cal State was the best one but I was happy that was the case as Cal State and Stan Frank was the bid I wanted to accept. I was very confident that Cal State was the company I wanted to go with. One of my neighbors (who paid for half of his part of the fence) is a contractor and he was very impressed with the work that was done. I get glowing reviews of my new beautiful fence and my husband and I are ecstatic. I treated the fence to protect it and I have surveyed EVERY inch of our new fence. It is PERFECT. The work is outstanding and I have to give credit to Don who made sure the fence was pristine! I would recommend Cal State Fence to ANYONE! You won’t go wrong!

Cal State Fence (Stan Frank) was hired by one of my surrounding neighbors to replace their complete fence which affected four other neighbors as well as the one that hired him. I have to say this was the worst experience I have ever had with a contractor in my life. Not only was Stan not on the job 90% of the time, I had to supervise the UNLICENSED NON PAYROLL employees and have them correct the construction of the fence several times. At the very end of the construction I was unable to supervise the work on the fence only to come home to severely out of plumb fence board panels. I approached Stan to repair the boards at which point he told me there was nothing he could do and it was well within industry standards. Since Stan was unwilling to repair, what i considered to be poor workmanship, I was compelled to cancel his check. After I contacted him to tell him I cancelled his check, he was at my house less than 5 minutes later to make what I considered a feeble attempt to repair the poor quality of workmanship to no avail. What most concerned me was Stan’s apathetic attitude towards my concern of the POOR WORKMANSHIP and the lack of unwillingness to satisfy me as a customer! My neighbor on one side of me had a big gap between the two of us which was repaired by ripping a full dog ear fence board into a one 1″ piece right in the middle of a panel instead of removing the panels and sliding them over to fill this gap and correct the issue. This same neighbor now also has an abrupt offset from a portion of the old fence that joins the new one of which Stan said there was nothing he could do to fix it but if it was done properly it should not even need to be «FIXED» in the first place. Being a licensed contractor myself for over 31 years I recognized numerous legal violations of MR. FRANKS business practice as follows. 1) HE DID NOT PULL A PERMIT for the required improvement AS REQUIRED BY LOCAL AND STATE LAW. 2) Did not issue a 3 DAY RIGHT TO CANCEL to ANY AND ALL of the affected neighbors, AS REQUIRED BY CONTRACTORS LAW. 3) POOR QUALITY OF WORKMANSHIP and unwillingness to repair. 4) MR. Frank is also employing NON STATE LICENSED EMPLOYEES as subcontractors which is also a VIOLATION OF CONTRACTORS STATE LAW and WORKMANS COMPENSATION FRAUD which concerned me deeply being at risk for a workmans compensation lawsuit for work performed on my property. These blatant violations of local and contractors laws forced me, as a licensed contractor, to report Mr. Frank to the Contractors State License Board (CSLB). Due to the aforementioned, (turning Mr. Frank into the CSLB), in a FEEBLE attempt, Mr. Frank tried to have me arrested and is pressing charges against me, CLAMING, I stole $ 15.00 worth of his fence boards. I feel bad that Mr. Frank has to resort to such a low form of an act to try to compensate for BREAKING THE LAW and is in such financial distress that he needs to file a lawsuit for 15.00 worth of fence boards!!! I would NEVER recommend Stan Frank or Cal State Fence to any friend, neighbor or client of my own and feel this is the worst representation of a contractor I have ever seen in my 31 years of being a licensed contractor. It is contractors like Mr. Frank that gives many honest contractors a bad name. Contrary to what Mr. Frank may post in response to this Unilocal comment, I will let the CSLB sort out his illegal actions and poor quality of workmanship and let them decide corrective action. GOOD LUCK to you Mr. Frank and I do not wish your services on anyone and feel sorry in advance for anyone who may come in contact with you!!!

I got three bids to do fence work on our house and Cal State were by far the lowest bid. He did an excellent job. Fence looks great and it was completed on time. I would definitely use them again.

After getting several estimates, my Nabors and I went with Cal State fencing owned by Stan Frank. Mr. Frank took the time to explain how the fence would be installed. Once scheduled his workers were on time and careful with are landscape when installing our fence, his workers cleaned up the job site when they were done.

Cal State Fence just completed a fence for our home in Carmichael. The project was done on time and very professional. The quality of wood was outstanding and we love the «z» metal posts which create a continous flow both front and back. We would recommend this company very highly!

Found them on craigslist. They met a lower quote from another builder. Stan produced many quotes for fencing that I was considering and based on this and follow up calls shortly after the quote was sent, I hired them. We are happy with how everything turned out and would recommend them again.
