History
Established in 1972.
Founded in 1972 by Frank R. O’Connor as a retail independent insurance agency that provided insurance products and services to Dubuque, Iowa and the surrounding area. The agency originally focused on property and liability insurance for individuals and businesses. Over time, financial services (individual and group life, health and disability) have become an integral component of its product offerings.
In 2004, O’Connor was acquired by State Central Financial Services, Inc., (SCFS), a subsidiary of State Central Bank of Keokuk, Iowa. In Dubuque, the agency continues to operate under its original name and management, and serves as the flagship office of the three agency locations.
State Central Insurance came into existence in 1996 with the acquisition of Kern Insurance of Fort Madison, by SCFS. Frank O.
Manager
Frank O’Connor, CPCU, started the Dubuque agency in 1972 and has served as its lead principal since inception. Frank works primarily with commercial and business clients, providing risk management services in Iowa, Wisconsin, Illinois, Minnesota and Arizona. He is also licensed in excess and surplus lines and provides business customers with group life, health and disability products. Frank holds the insurance designation of Chartered Property Casualty Underwriter (CPCU). He specializes in municipal and governmental entities, non-profit entities, social service agencies and professional liability.
