Specialties
The Contract Management Services (CMS) division of Bremerton Housing Authority delivers services to HUD and to property Owners and Agents across multiple states.
CMS is responsible for the following tasks:
Process Housing Assistance Payments (HAP) and Special Claims
Adjust HAP contract rents
Process HAP contract renewals, terminations and expirations
Conduct annual Management and Occupancy Reviews
Respond to Residents’ health and safety issues
Follow up on REAC physical inspection findings
Monitor each property owner’s HAP contract compliance.
Regional HUD offices in Denver, Honolulu, Omaha, Los Angeles, and Seattle monitor the quality of the tasks performed by CMS and provide technical assistance and support.

History
Established in 1999.
Beginning in 1999, the Department of Housing and Urban Development began implementing its Performance-Based Contract Administration initiative by transferring specific responsibilities for administering Project-Based Section 8 HAP contracts to one housing entity in each state. HUD’s objectives with this initiative were to calculate and pay Section 8 rental subsidies correctly, administer project-based Section 8 HAP contracts consistently, and enforce owner obligations to provide decent housing for eligible families.
In December 2000, Bremerton Housing Authority was awarded the HUD contract to become the Performance Based Contract Administrator (PBCA) for Washington State and CMS was formed. In May of 2004, CMS subcontracted with the Hawaii Public Housing Authority to assume the PBCA services for the State of Hawaii. In February of 2005, HUD awarded CMS the PBCA contracts for the states of Utah and Nebraska.
