We rented a historical house in Old Town managed my Hooff inc. There was such a bad midmost problem in our kitchen that we had mushrooms growing out of the floor cracks and walls. A brown gelatinous sludge was also coming in from the base boards. Their handy men just painted over the issues instead of fixing the water problem. We also had water leaking into the circuit breaker box and when I had code enforcement come to our house, the agent went outside and called our property manager in charge Cheryl Monno and asked her if it was safe for us to live there! Of course Ms. Monno said it was fine. There is something very shady about the whole operation. We ended up with the head of the health dept at our house along with code enforcement and we still had to pay 2 months rent to get out of the lease. The handy madwomen that came were nasty and left trash everywhere. They also sealed our front door and told me that they did not care how we get in and out of our house, we could go out the windows for all they care, all the while we are paying our high rent.
Virginia renting laws are extremely slanted toward the landlord to the point of inhumane living being forced upon people unless they pay to get out of it. We thought that we were in the right and that the state institutions in place were there to keep people from living like this. Even a lawyer couldn’t help us. These people are absolutely irresponsible capitalists to an extreme degree, they don’t mind that their property is making their tenants sick or that children are picking mushrooms out of the kitchen floor, they only care about the rent getting to them. They will just keep slapping paint over problems in an already very old house and let it crumble around their paying tenants. If you walk around old town and see the places that appear to be falling apart and kept together by speed addicts, its likely that it is managed by Hooff. These properties only make old town look run down. I don’t know how they are able to keep their business up when old town seems to be very concerned with how the historical houses are kept, I guess they don’t care so much about how they are for living inside and just about how they look outside, but if the inside is rotting it will eventually affect the outside and neighbors that take care of their houses properly. My advice for renting in VA is to rent a house under some kind of housing association that won’t allow the endangers to ignore problems.
