County Process Server

Raul Deleon was hired to do a service of process. Instead of doing it, he used the description he was given of the person initially to have it appear as if a substituted service had been done on the actual person, when in fact no service was ever made. By this ruse, he completely failed to observe the law, to give the party a fair opportunity to respond, and he committed perjury. He is antithetical to the legal system, and instead is out to make the easiest buck possible with no regard to the devastating consequences for others. BEWARE. DANGER.

Raul Deleon should NOT have the right to be a process Server. Raul made faults reports that he handed me court papers. I now have a faults court order against me. When I called to ask about it I was threatened by Raul Deleon by text that he would «consider it Harassment and he would file papers on me». I see he has many one star rating. Something must be done to stop him.

I met Raul at the court house 3 months ago because he approached me and said he was a court server. He never had my court paperwork served after 3 months. I went to the court on my court date and the proof of service was never filed. He led me to believe that he would complete a job but never did it.
He is highly unprofessional, doesn’t return phone calls, texts or emails. I would never recommend him to anyone!

I don’t know what the 1 star ratings are all about, but I have had a good experience with Raul as my process server. I met him while waiting in line at the Richmond court clerk office through a woman also in line who knows him personally and uses his services for a company she works for. After hiring him, I wanted to see if he was a reliable process server and checked his profile here on Unilocal.
To my great dismay, I found that the his ratings on Unilocal were very poor and immediately called up the woman who recommended him to me to ask him about the quality and reliability of his services. I was freaking out. She reassured me that he has been reliable and responsible in using his services in the past. Despite my concern, Raul proved to me that he is reliable and honest in that he was prompt in returning my calls and did deliver the court papers properly. He also sent me copies of the processed forms. That really helped reassure me that he was not a fraud. His prices are reasonable and I used his rush service for process serving. I am grateful to have met him through the woman I was standing in line with. Thank you Raul and may future reviews be truthful and help your business.

Raul Deleon is a cretin; a total (expletive deleted)! STAY AWAY FROM HIM !! He is a flat out criminal thief! You will not get the service and will lose your money. He comes across strong but from then on is nothing but a Thief! Read the reviews. You pay him money on a promise. You get neither the work or your money back!
Obviously the 1^st review is phony as Hell. Probably self written.
I hired him to serve a subpoena by a calendar date to evict a renter. «No problem!», he said. He then named a cost that also included supplying a recommendation for a lawyer that could handle the back rent owed case. For this he charged $ 1000, payable immediately! He said he’d get back to me in a couple of days. I immediately paid by check that cleared my bank 2 days later.
After several days and no call I contacted him. He said he was in a car and would return my call in 5 minutes. Yeah, right! Several days later I called again. Same result. From then on he has refused to answer any of my calls.
He did serve the subpoena — 9 days late. However, he never supplied me w/​a copy or proof of service. When I went to the rental property on the supposed (delayed) vacate date the tenant called the police who threatened to arrest me if I did not leave immediately. Since Deleon did not supply me w/​a copy of the subpoena I could show them, I was trespassing!
I again have tried several times to contact him w/​the same results as before. Because this criminal behavior I have instituted actions against him in the Courts and BBB.

To bad I can’t give ZERO stars! I gave him the paper work to have someone served, he promised to take care of it by end of week, over a month ago. he waited til the day before court to turn in the Proof of Service. he said, the first time something was wrong with the signature, B.S. So I had to postpone our court date, he said he would serve again for free, since I had to postpone. Once again he promised and now is not returning my phone calls or emails. Thank God, I did not pay him. Has anyone found a decent process server they would recommend? — to update Raul called and confirmed that it had been signed sealed and delivered, and turned into the court house with the clerk stamp. We went in for court this morning, and due to NO DATE being on the Proof of Service we could not proceed. The court clerk rolled her eyes when we told her who our process server was. I wish I would have Googled his name BEFORE I used his services, I’ve wasted 2 months dealing with him, like other reviews below, he was always on the phone and could not speak or e-​mail me what I needed… Do yourself a favor and DO NOT use Raul DeLeon to serve your LEGAL paperwork.

Do NOT use Raul. He acted to concerned and helpful when I first called him to get a restraining order served! Took my $ 125 and tried to serve the person ONE time. After that he stop answering my calls and started ignoring me. I had one of my friends serve the person and was WAY more affective then Raul! They got the job done in one try and best part… they didnt charge me $ 125 for BS!

WARNING DO NOT USE CPS RAUL DELON PROCESS SERVER!
1. The first paper work he returned he signed off on it months before he came to my home and serve the papers (raul deleon served the papers in June he signed off on the papers the February before?)
2. I had to contact him to ask for a proof of service — that is his job to file with the court and give the person who pays him a signed copy!
3. on the second go around he came to my home handed the respondent the original paper work! WITHOUT MAKING A COPY FOR HIMSELF!!!
i gave hime the benefit of the doubt for thirty five days!
he has not finished the job he was paid to do which is:
provide me a copy of proof of services for August 2, 2013 by:
a. Returning to my home to
b. Picking up the paper work he handed to the respondent
signing off on it
c. Providing me with original paper work, making a copy with his signature on it so that I can return the Proof of Service to Alameda Court.
TIME IS LOST AND I CAN NOT GET BACK TIME! I now have to find another process server and wait another thirty days!!!
Do not use «CPS» Raul DeLeon he is un professional and is not a good businessman.

Be your own best friend, read the mouse print and don’t be suckered I thought CPS was a legitimate service don’t be a sucker don’t use this service and file a complaint against CPS with the BBB its free and you will help the next person. Life is a circle what goes around comes around! HELP PUT CPS OUT OF BUSINESS FILE WITH THE BBB!

This Raul De Leon really sucks to work with. It has taken him 4 months to refund me my money for service he NEVER did. The only reason why he finally paid me back was because I threatened to get his license REVOKED at the Santa Clara Clerk’s office.

Takes your money, files incorrectly, then avoids your calls (but will answer if you’ve hidden your caller ID).
Took me months to resolve our small claims issue, mostly because this guy kept avoiding our calls (per other reviews). Was only completed because we had to do the paperwork ourselves. This is basically half-​a-​step away from just taking your money and running away with it.

Unprofessional
He appears to be quick to take on business, but never to finish it. He is helpful for the initial set up of the service, but will readily ignore your call after you send documents, holding up your legal proceedings.
He claimed he had all the forms and there would be a service attempt on one day, 24 hours later he told me he didn’t get all the forms, I double checked the email he got everything fine, claimed a server would call me after attempts were made, that never happened etc. etc, nothing but delays
He will waste your time, unprofessional and quite eager to feed you a lie keep you on the hook.

I contacted Raul Deleon in February as I needed to have documents served for a case that had been filed. He speaks well and comes across as having a wealth of experience. He doesn’t charge any fees up front and his serving fees are reasonable. I needed to change my court date as I hadn’t permitted enough time for the process to be completed. Initially he seemed very responsive. Each time I contacted him he asked me to send him a follow up email with a reminder. As time progressed, he said he served the business location where the individual works but wanted to have a more concrete proof of service and offered to drive to Hayward to extend my court date which he did. Every contact he is driving and either in the process of serving papers on someone, driving and will be home in 10 minutes and he’ll call me back to now saying he needs to pull over to take my call and to hang on only to be disconnected this morning. Now my court date is tomorrow and I must go in front of the judge as I can no longer request an additional postponement. I’ve asked Raul for documentation of what has occurred — I don’t have a problem paying him, I just need something to present to the judge showing proof that I’ve been actively looking to location the defendant. He said he’d send me an update last week on ⁵⁄₁₇ and today ⁵⁄₂₂ I have nothing in hand. My court date is tomorrow and I have no proof I’ve taken any action. I am so frustrated. I would never recommend County Process Servers! He’s been very unreliable!
