I’ve crossed this place many many times in the past five years. The experience will largely depend on the time of day and the day of the week.
The longer wait times by foot into the US are during the daytime, as well as weekends after amateur hour (after 2:00 AM). Shorter wait times are during evening time weekdays (10:00 PM and after), and weekends before amateur hour (10:00 PM-2:00 AM).
Crossing by car into the US is a toss up, but generally times are shorter during weekday evenings (about 30 mintues of wait).
Try avoiding this border crossing in December, where everybody and their mom is commuting to and from the US for the holidays. The wait times by foot can be up to 2 hours, and by car 5 hours.
It’s a no brainer, but do not try cutting in line. By car, the people standing in line will simply not let you cut them in line. By foot, the municipal police will give you a hard time.
The last time I was waiting in line by foot, some guy tried cutting in line. When the municipal police hassled him, he tried fighting back. They pinned him to the ground, and he kept mouthing off. They then took him away. You can only imagine what happened when they took him out of the sight of the rest of us. Serves him right though, as he shouldn’t go to other countries to start trouble.
I’ve never had a bad experience here, and it’s common sense to know that as long as you don’t start trouble and practice some street smarts, you’ll be fine wherever you go.
The border crossing is well guarded by the municipal police on the Mexican side, and the customs personnel on the US side. No bad will come to you here.

Be prepared to know where you’re going soon after you pass Mexico customs, the road splits 5-​ways after entering Mexico.
Check the image on my «Tip» to know your road options, you don’t have much time to switch lanes. Try to enter Mexico with this in mind.

**** If traveling for more than 72hrs or beyond 30 km you’ll need a FM-​T permit: Rosarito is 30 km. You can stop at the vehicle inspection area, walk over to the «Garitas» office to purchase one.

I liked the new upgrade on the port of entry. The wait time was an hour not bad for a Monday and a Holiday!

Desde finales del siglo XIX se empezaron a establecer Garitas con el fin de vigilar el tránsito de personas a pie o en vehículos. Es hasta el siglo XX cuando se construyeron una a cada lado de la frontera en Tijuana. La garita Tijuana-​San Diego es una de las fronteras más transitadas y dinámicas del mundo. El Puerto Fronterizo Puerta México comenzó a construirse en 1960 y se terminó cuatro años después. Con ello se abrió la puerta para el cruce entre ambos países.
