Toronto Animal Services (TAS) encourages safe and enjoyable communities for both people and animals. TAS promotes the human/​animal bond, encourages voluntary compliance with animal-​related laws, promotes pet adoption, pet identification and spaying/​neutering of domestic animals.

History

Established in 1998.

In 1998, the City of Toronto amalgamated and Toronto Animal Services was formed. Prior to that, each of the 6 former municipalities (Scarborough, East York, Toronto, York, North York and Etobicoke) all had their own Animal Care and Control operations.

Toronto Animal Services is now the largest municipal animal services agency in Canada, with 4 animal shelters, 3 spay/​neuter clinics and around the clock field services.

Elizabeth G.

Manager

Elizabeth Glibbery is an accomplished senior manager with over 27 years experience within the public sector. Her portfolio includes senior manager roles with Toronto Emergency Medical Services, Solid Waste Management Services and Municipal Licensing & Standards. In her capacity, Elizabeth provided expertise in operations management, working in a diverse environment that is politically charged with a focus on Quality Assurance, Bylaw Enforcement and Animal Services. She has a strong focus on process and systems design and customer service and is an innovative problem solver, who builds strong relationships with employees, co-​workers, council and governance bodies. She possesses significant experience in improved customer service strategies, performance management and process flow reengineering.

Elizabeth has an open door policy and welcomes all communication.
